General Agreement on the principal areas of regulation of social and labor relations signed in Ukimet Uyi
Today in Ukimet Uyi, Prime Minister Bakytzhan Sagintayev chaired a meeting of the Republic’s Tripartite Commission on Social Partnership and Regulation of Social and Labor Relations.
The Commission’s work saw participation of Heads of the Federation of Trade Unions, the Confederation of Employers, the Kazakhstan Confederation of Labor, the National Chamber of Entrepreneurs, the Republic’s Association of Mining and Mining-and-Metallurgical Enterprises, as well as via videoconference � Deputy Akims of the regions.
The meeting covered issues of the state’s social and labor policy and the establishment of decent working conditions for the citizens of the country, in accordance with the tasks set by the President of the Republic of Kazakhstan in his Address New Development Opportunities in the Conditions of the Fourth Industrial Revolution.
Within the framework of the meeting, a General Agreement was signed between the Government of the Republic of Kazakhstan, the Republic’s associations of workers and Republic’s associations of employers for 2018-2020, which determines the agreed positions of the parties on the principal areas of regulation of social and labor relations. The action plan (Roadmap) for the execution of the commitments undertaken within the framework of the General Agreement was considered and approved.
The document was signed by the parties of the Republic’s Tripartite Commission on Social Partnership and Regulation of Social and Labor Relations: from the Government – Deputy Prime Minister of the Republic of Kazakhstan E. Dossaev, from the association of workers � Chairman of the Federation of Trade Unions B. Abdrayym and Secretary General of the Kazakhstan Labor Confederation M. Mashkenov, from the associations of employers – Chairman of the Board of NCE Atameken A. Myrzakhmetov, Chairman of the Board of the Confederation of Employers K. Baikenov, Executive Director Republic’s Association of Mining and Mining-and-Metallurgical Enterprises, President of the Kazakhstan Union of Producers and Exporters N. Radostovets.
The General Agreement for 2018-2020 concerns issues of technological modernization of the economy, cardinal improvement of the business environment, facilitation of formal and productive employment of the population, improvement of the quality of human capital, labor conditions and protection, and industrial and environmental safety.
For reference: In accordance with Article 152 of the Labor Code of the Republic of Kazakhstan, a General Agreement is concluded at the national level between the Government of the Republic of Kazakhstan, the Republic’s associations of employers and Republic’s associations of trade unions.
The General Agreement is concluded every three years. The General Agreement for 2015-2017 has expired in 2017. As a result of the implementation of the measures stipulated by the General Agreement for 2015-2017, indicators in the field of social and labor relations have generally improved.
In three years, the number of industrial injuries in the country’s enterprises decreased 1.4%. Coverage of collective-contractual relations in medium and large enterprises of the country increased 3.1%. More than 1400 enterprises of the country have implemented labor safety and health standards recommended by the International Labor Organization (OHSAS 18001, ILO-OSH). Over 12 000 production councils have been set up, which, on a parity basis, include representatives of employers and employees.
