For development of business, all public services to be switched to electronic format on a non-alternative basis
Minister of National Economy Timur Suleimenov reported on the implementation of the activities of the Digital Kazakhstan state program on supporting small and medium businesses.
In his Address “New Opportunities Under the Fourth Industrial Revolution,” the Head of State outlined the need to digitize the acquisition of state support by the business on the single window principle, as well as the integration of information systems of state bodies in order to transfer individual services on the “one application” principle.
“To date, 452 out of 746 public services provided to business and the populatio have been automated on the egov.kz portal, which has more than 6.8 million registered users and provided more than 190 million services. In addition, more than 3.3 million users use the mobile application, wherein more than 10 million services have been provided to them,” the minister informed.
According to him, this will make it possible to replace the work of various expert groups and commissions with automated processes that would rule out the possibility of making decisions based on subjective opinions. Along with this, after the integration of the information systems of government agencies, more than 50% of documents, filling fields and consideration terms will be reduced.
As an example, Timur Suleimenov cited the state support instrument � the provision of guarantees for loans to private business entities under the Business Roadmap-2020, where the service delivery period is significantly shortened from 15 to 2 working days, the number of documents requested � from 8 to 1 type and filling fields � from 59 to 5.
“Thus, we plan to launch in the electronic format on a non-alternative basis all state services, including operational services, as well as state support measures,” the minister said.
At the same time, work is underway to create an open digital platform for business, where it is planned to place the services necessary to simplify the adoption of management decisions and automate internal processes. This is the maintenance of cash and accounting records, personnel management, control of the movement of goods and services, monitoring the expenditure of resources, electronic document management, etc.
“According to our forecasts, more than 100 IT companies will publish services on the Platform by 2022, of which 10 are already on it, while there will be more than 150,000 users,” he said.
As the next important factor of SME digitalization, Timur Suleimenov called the creation of the Single Window portal for measures of state support for SMEs.
As part of this work, the Ministries of National Economy, Agriculture, Investments and Development compiled a list of 52 support instruments to be optimized and automated.
At the moment, a full computerization of 15 state support measures has been carried out.
“The created unified system of checks will automatically, by means of the formulas laid down in it, identify potential violators without human participation, maintain electronic protocols and regulations, monitor the results online. In case of violation of rights on the part of inspection bodies, the entrepreneur will have the opportunity to write a complaint directly to the Committee,” the minister explained.
Thus, this system will reduce the number of unreasonable inspections, stop interference in the activities of entrepreneurs.
In his turn, Deputy Chairman of Atameken NCE Eldar Zhumagaziyev informed that in order to ensure the widespread use of digitalization opportunities, it is proposed to automate the work of all Entrepreneurs Service Centers established in cities and regional centers.
“At all 25 Service Centers in cities and 189 Entrepreneurs Support Centers in district centers and monotowns, self-service centers will be created, which, with the help of consultants, will provide access to the state’s electronic services and state support measures for categories of entrepreneurs who do not have direct internet access,” he explained.
E. Zhumagaziyev also noted that to improve the competencies of businesspeople, especially in rural areas, this year, a training program has been launched to increase digital literacy. Over 15,000 entrepreneurs will be trained annually, according to this program, over 7,000 people have already been trained.
In addition, starting from the second half of this year, the NCE plans to fully translate the work of the Entrepreneurs Service Centers in Astana and Almaty into an electronic format in the pilot mode.
The automation will decrease the budget for rendering non-financial support for business, expand the zones of coverage, reduce the documentation procedures, optimize the number of consultants. The systematic work in this direction will reduce the term for rendering state support and the number of required documents by 50% and supervisions � by 30% this year already, which will save the costs of business for 8.4 billion tenge by 2022, E. Zhumagaziyev assured.
In conclusion, the NCE representative noted that the implementation of the possibilities of the Open Platform for SME and annual training will help digitalize the operations of more than 300,000 entrapreneurs.
