Extended Government meeting chaired by the Head of State

The meeting saw participation of speakers of the Senate and Majilis of the Parliament of the Republic of Kazakhstan, Prime Minister, State Secretary, Head of the Executive Office of the President, members of the Government, Akims of the cities of Astana, Almaty and regions, heads of central state bodies directly accountable to the President of Kazakhstan.

Opening the meeting, Nursultan Nazarbayev focused on the results of the country’s development for the year and emphasized the importance of implementing state and sectoral programs.

The meeting participants heard reports from Prime Minister B. Sagintayev, Minister of Finance B. Sultanov, Chairman of the National Bank D. Akishev, Deputy Prime Minister A. Zhumagaliyev, Chairman of the Board of NCE Atameken A. Myrzakhmetov, Akim of Karaganda Region Y. Koshanov and Akim of Kyzylorda Region K. Kusherbayev.

Noting the results of the accomplished tasks, the Head of State drew attention of speakers on the problems of the banking sector, clarification of the objectives of the digitalization program, control of budget funds, and curbing of inspections of small and medium-sized businesses by the controlling state bodies.

Having listened to the reports, the Head of the state as a whole positively assessed the work of the Government, National Bank and Akims of the regions in achieving sustainable indicators for the development of the country amid instability of external factors.

At the same time, the President of Kazakhstan pointed to the need to improve the effectiveness of the implementation of previously adopted policy documents and the use of allocated budget funds.

Active work is needed in order to join the top 30 developed countries of the world. All program documents and corresponding amendments to the legislation have been adopted. Institutional reforms are being implemented. Having announced the Third Modernization, we began to digitize the economy. It is necessary to accelerate development, � Nursultan Nazarbayev said.


The Head of state, noting the growth of the manufacturing sector during the years of industrialization, instructed to take measures to increase its share in the economy.

In addition, the President of Kazakhstan dwelled on the issues of introducing advanced technologies into production and increasing export-oriented manufacturing.

State support should be provided, first of all, to those who implement advanced technologies and will produce export-oriented products. More active measures are needed to ensure faster growth of the manufacturing industry, � Nursultan Nazarbayev said.

The Head of State instructed to study the effectiveness of the existing special economic zones and temporarily prohibited the creation of new similar structures.

The meeting also covered issues of processing in the oil and gas sector and transformation of the National Welfare Fund Samruk-Kazyna.

An important area is the processing of oil and gas. Moreover, the issue of the country’s fuel supply is regularly raised. Even after the modernization of the three plants, the fuel deficit in Kazakhstan is covered only for three to four years. Back in 2009, I was informed about plans for the construction of an integrated gas-and-chemical complex. Since then, the cost of the project has grown from 6 to 9 billion dollars. The deadlines for completion have been postponed from 2016 to 2024, � the President of Kazakhstan said.

Nursultan Nazarbayev instructed for the amended strategy and program for transformation of the Fund to be submitted to the Council for Management of the National Welfare Fund “Samruk-Kazyna”.

The Head if State pointed to the need to monitor the efficiency and transparency of the use of funds for the construction of highways.

The President of Kazakhstan drew attention to the importance of building interregional and inter-district roads by redirecting the expenses envisaged for non-priority national roads.

Nursultan Nazarbayev noted the results of housing construction in the regions and instructed to revise the mechanisms for further implementation of the state program.

Over the past two years, the state allocated 550 billion tenge for housing construction. And all this went to the direct financing of construction, which the Akims are engaged in. In the crisis years it was justified. But now we need to switch to the use of market mechanisms. The banks should finance the construction, and the Government, the National Bank and Akims should create conditions for cheapening the cost of housing, � the Head of State said.

Implementation of the Plan of the Nation 100 concrete steps

The President of Kazakhstan instructed the Government to take control over the issues of introducing electronic import declaration and reducing the number of inspecting control and supervisory bodies.

In addition, Nursultan Nazarbayev dwelled on the implementation of the Single Purchaser model and the consolidation of regional electric grid companies in order to reduce the cost of electricity.

The head of state also instructed the Prime Minister to take control over the work on attracting transnational companies to the processing sector, while noting the important role of Kazakh Invest and Kazakh Export.

The meeting participants also discussed issues of attracting investors for the implementation of projects in the agro-industrial sector and forthcoming work on the launch of the Astana International Financial Center.

At the same time, the President of Kazakhstan pointed to the issue of the self-employed population and its participation in the mandatory social medical insurance program.

Another reason for the slowdown of the reform is the healthcare digitalization problem. We still do not have electronic health passports, doctors are engaged in paperwork. Medical organizations are poorly provided with computers and access to the Internet. This falls under the responsibility of Akims, � the Head of State said.

Modernization of the public consciousness

Nursultan Nazarbayev noted the formal and non-systematic approach of some regional leaders to the implementation of the program.

There are regions that do not use all their capabilities to carry out their tasks. Modernization of public consciousness is not limited to one year. This is a long-term work requiring systematic and constant search for new methods, � the President of Kazakhstan said.

The meeting also covered the issue of further transition of the Kazakh language to the Latin script.

Ensuring the rule of law and fighting corruption

The Head of State instructed the concerned state bodies to continue work on reducing excessive repressiveness of the criminal process and humanizing it.

Nursultan Nazarbayev noted that the main task in the fight against corruption should be the adoption of systemic preventive measures.

Over the past two years, more than two thousand officials have been prosecuted for corruption. Among them are Ministers and Akims of all levels, heads of departments. In particular, the court is considering criminal cases against the ex-Minister of National Economy, Director General of the enterprise “Kazahavtodor”. The main task in the fight against corruption should be the adoption of systemic preventive measures, � the President of Kazakhstan said.

In summation, the Head of State pointed to the importance of implementing all the priorities of the Address of the current year and underlined the responsibility of each of the leaders for their implementation.

In my Address I outlined ten specific tasks in the conditions of the fourth industrial revolution. The Executive Office of the President, the Government, Parliament, Akims, NCE Atameken and national holdings need to carry out relevant work. Today I have outlined a number of other problematic issues that need to be taken into account. Amidst ongoing constitutional reforms and a complicated geopolitical situation, everyone needs to step up and work together, � Nursultan Nazarbayev concluded.
