“It is necessary that only economically viable projects would be selected in this sphere. It is important to apply a phased approach, starting with the simplest forms of PPP. We have focused our work in the regions with the aim of making municipal companies more attractive for the private investors. Water canals, district heating, public transport, projects on solid waste management”, Janet Heckman has informed.
As part of this the EBRD works actively with the regulator body on tariff reforms in order to attract the private sector and the modernization of obsolete infrastructure.
“On the other hand, these rates would be available to the public. Co-financing from the Government within the framework of the expanded partnership agreements plays an important role. And it should be continue”, J. Heckman has told.
She has noted that the reforms in Kazakhstan are already brought fruit, and this year Kazakhstan occupies the 35th place out of 190 countries in the ranking of Doing business World Bank.
“Now more than ever it is necessary to continue this work. The EBRD is working with the Government of Kazakhstan on issues of PPP development. We develop issues of PPP and its model to Kazakhstan will become a place for the investment of private investors in the infrastructure”, Janet Heckman has said.
