Duissenova: Rental housing for southern region settlers to be subsidized
Rental housing for southern region settlers will be subsidized. This was reported by the Minister of Labor and Social Protection of Population Tamara Duissenova during the meeting with Senate deputies.
“We conducted a population forecast together with international and national experts and the Ministry of National Economy. And I want to say that today there is already an imbalance in the resettlement of the population. Thirty eight percent of the population lives in four of our southern regions. These are Kyzylorda, South Kazakhstan, Zhambyl and Almaty regions. About 17 percent live in the northern regions. If this trend continues, then by 2050, according to forecasts, the population of the southern regions will increase by 5.2 million people. This will be four times the population of northern regions. Already today, in the southern regions there are 12 elderly people for every 100 children born, in northern regions that number is 53. Thus, a labor resources issue already arises, � T. Duissenova said.
According to her, 19,000 people moved from southern regions to North Kazakhstan, Kostanay, Pavlodar regions during the years of implementing the “Employment Road Map”. Within the framework of the program, 5.4 thousand service apartments and rooms in dormitories were built and provided for these people. This policy will continue. But now, the new Employment Program does not envisage housing construction, since the “Nurly Zhol” Program is being implemented.
The new Employment Program provides for the possibility of paying for housing rented by settlers. Differentiation is being introduced, depending on the number of family members, a subsidy will be issued for leasing from 34 thousand to 68 thousand tenge for each member of the family. For example, if one person arrived, then he will be provided with 20 MCI for renting in the urban area. This is about 45,380 tenge. A family of two to four people will be issued 25 MCI. In addition, there is a possibility to build housing at the expense of local budgets.
The Minister also said that by September of this year, together with the Ministries of Internal Affairs, National Economy, a new Concept of Migration Policy will be developed. First of all, the document will address issues of national security, then the issues of optimal resettlement within the country and providing the economy with qualified personnel.
