Digitalization of Labor Sphere as a Tool for the Productive Employment Program

Along with the measures taken to expand microcredit, work is being done to digitize the labor and social spheres for improving the population’s living standards by ensuring transparency and accessibility of social services and employment.

Three large projects are to be launched this year under the Digital Kazakhstan State Program.

The first project is the development of the Single Information System of the Social and Labor Sphere. To date, the system already includes 11 information subsystems in all areas of the department’s activities, such as labor, employment, social insurance, pensions and social security, social support, special social services and migration.

The system provides personalized accounting for more than 15 million Kazakhstanis from birth, throughout their life course and renders automated services at all its stages. Out of 34 services of the ministry, 17 are automated, two services related to the birth of a child are proactive, three are partially automated, information can be obtained electronically for seven services.

Modernization is carried out in the following areas: pension provision; improving the quality of services for people with disabilities; the provision of state benefits to mothers of many children awarded Altyn Alka or Kumis Alka; increasing the availability of social security for citizens who lost their jobs.

The second project is the Electronic Labor Exchange. The electronic process of the employment of citizens has been adopted and the largest base of job seekers and vacancies has been formed.

According to the Ministry of Labor and Social Protection of the Population, 45 private agencies and five internet sites for employment are connected to the Exchange at the moment. About 141 thousand people monthly attend the electronic exchange, the number of views per month since the beginning of the year increased by 2.7 times and exceeded 3 million.

At the same time, the work to add the functionality of the Exchange continues. First, the service for professional orientation is open and employment recommendations are provided. Second, the Electronic Exchange will become a platform for short-term training within the Program of productive employment. Third, a mobile version of the Exchange for Android has already been developed, and soon its version will be developed on the iOS platform. From July 1, users will be given full access to the mobile version with further connection to the mobile government (MGOV).

The third project is the introduction of a system for recording electronic labor contracts. For employees, this is a simplification of the employment process: there is no need to collect documents, the job applicant’s personal file will be formed automatically.

The electronic labor contracts accounting system will be launched in 2019.

Thus, the measures taken will make it possible to achieve a significant economic effect: by optimizing public services, the annual expenses of citizens and the state will be reduced by 600 million tenge,as a result of the introduction of electronic personnel records management, the business will be able to reduce its costs to 1 billion tenge per year.
