Development of the Astana agglomeration discussed in the Government of the Republic of Kazakhstan
During today’s meeting of the Government chaired by Prime Minister Bakytzhan Sagintayev, the First Deputy Minister of National Economy Ruslan Dalenov, Minister of Investments and Development Zhenis Kassymbek reported on the implementation of the Astana agglomeration.
According to R. Dalenov, in order to establish the Astana metropolitan area as the long-term growth point of Kazakhstan, the Interregional Action Plan for the Development of the Astana Agglomeration until 2020 has been adopted, providing for the execution of 82 activities in three main areas. To date, 72 items have been executed, work is ongoing on 10.
First. Territorial and institutional development of the agglomeration.
A city-planning document was developed and approved – the Interregional Scheme of Territorial Development of the Astana Agglomeration. Changes were made in the development programs for Astana and the Akmola region for 2016-2020 in terms of agglomeration development. In total, of the 10 planned activities of the first task, 9 actions have been executed and withdrawn from control, work on the detailed layout of settlements of the agglomeration remains ongoing.
Second. Economic positioning of the Astana agglomeration in the National and regional markets.
The economic specialization of the Astana metropolitan area is the provision of financial, highly specialized medical and educational services of international standard, as well as the development of high-tech industries. Within the framework of the Digital Kazakhstan State Program, a model concept of “Smart Cities” was developed, which defines the fundamental principles, approaches, goals, priorities and tasks of implementing Smart City technologies. This project began to be implemented, first of all, in Astana.
In addition, a medical cluster has been created, within which 6 modern medical services centers operate. In total, all 10 actions have been executed and removed from control.
Third. Infrastructural coordinated development of the city-core of Astana, its suburban zone and the zone of attraction.
The Astana metropolitan area occupies an advantageous geographical location, and is gradually becoming a major hub, contributing to the further development of the transport system of the whole of Kazakhstan.
The implementation of such large infrastructure projects as the construction of highways: Astana-Almaty, Astana-Ust-Kamenogorsk, the construction of a new airport and a railway station are aimed at further development of the country’s transport framework from the capital to the regions.
In total, of the 62 planned actions of the third task, 51 were executed and withdrawn from control, work on 9 remains ongoing.
Currently, 10 interregional plan activities are being implemented. On the instructions of the Head of State, long-term strategies for the development of large cities until 2050, including the city of Astana, will be developed by the end of 2018, – R. Dalenov said.
As the Minister of Investments and Development Zh. Kassymbek noted, the Investment Ministry is responsible for implementing the three items of the Interregional Action Plan for the development of the Astana agglomeration until 2020. To date, one item of the Plan has been executed and withdrawn from control; work on two items remains ongoing.
The LRT project is being implemented. To date, a member of the consortium of Chinese companies – China Railway No. 2 Engineering Group Co. obtained a license for construction and installation works (category I), and arrangements have been made for the installation of pile foundations, trestle supports. 121 units of heavy equipment, 2260 workers are involved in the construction along the entire line, Zh. Kassymbek reported.
Work is also underway to develop ring roads (internal and external), transport corridors with optimal coverage of urban areas and connections with external transport systems of the suburban area of Astana.
In order to close the outer bypass roads of Astana, the highway Southwest Bypass of Astana is being constructed. The length of the road is 33 km. The road will be of the I technical category with four-lane traffic. In accordance with the agreement, construction work was started in 2017 and the project is expected to be completed in 2019, Zh. Kassymbek noted.
Akim of Astana Asset Issekeshev, Akim of Akmola region Malik Murzalin also reported on the implementation of the Astana agglomeration.
Astana Akimat executed 45 items of the Plan, work on 8 remains ongoing. Akmola region executed 31 of 33 actions assigned to the region.
The territory of the agglomeration is 2.18 thousand km . The population of the agglomeration according to the data for 2017 was 1.19 million people, of which Astana is 1.04 million people. The population density of the city of Astana is 1.5 thousand people per km. Thus, today almost 7% of the population of Kazakhstan lives in the Astana agglomeration. In total, according to the results of the last year, the share of the city’s GRP in the country’s GDP is about 11.1%.
