Askar Batalov was appointed Deputy Minister of Culture and Sport.

Askar Batalov was born on August 19, 1964. He graduated from the Alma-Ata Institute of Architecture and Civil-Engineering in 1986 with a degree in civil engineering and the Moscow Academy of Innovation Management in 1999 as an economist-manager.

In 2005-2007 he held the post of Deputy Minister of Industry and Trade of the Republic of Kazakhstan; in 2007-2009 he was the executive secretary of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan. He also worked as the Director of the Department of Transport and Infrastructure of the Eurasian Economic Commission in Moscow.
