Dariga Nazarbayeva met with Valentina Matvienko

Within the framework of an official visit to Russia, the Chairman of the Senate of the Parliament of the Republic of Kazakhstan, Dariga Nazarbayeva, met with the Chairman of the Council of the Federation of the Federal Assembly of the Russian Federation Valentina Matvienko.

The parties discussed a wide range of issues of bilateral cooperation, including through the parliaments of the two countries.

In a welcoming speech, the Head of the Senate noted that the multifaceted relations between Kazakhstan and Russia were and remain the closest. Much of this is facilitated by the relationship between the First President of Kazakhstan – Elbasy N. Nazarbayev and President of Russia V. Putin.

During the conversation, Dariga Nazarbayeva especially dwelled on the problems of cross-border cooperation and expressed a proposal to consider the issue of increasing the status of border crossing points on the border between Kazakhstan and Russia. It is necessary to simplify the border crossing procedures as much as possible in the interests of people, especially those living in border zones. This will positively affect the development of socio-economic and cultural exchange, give impetus to the growth of small and medium-sized businesses in the region, accelerate integration processes, she said.

The head of the upper house drew the attention of the Russian side to the lack of parity regarding the conditions of movement and stay of citizens of the two countries on the territory of Kazakhstan and Russia.

Environmental issues, effective regulation of water use and the use of resources of transboundary rivers have also become the subject of discussion by the leaders of the upper houses of the parliaments of Kazakhstan and Russia. The problems of the transboundary Ural River have been repeatedly considered at various levels, but the matter has not moved forward. The creation of a joint commission, which would be financed from the budget of our countries, which would include representatives of state bodies, major users, non-governmental organizations, as well as research institutes that study the problems of water conservation and transboundary rivers, would be of great benefit. I would be grateful for the support of the Federation Council in this matter, said Dariga Nazarbayeva.

For her part, Valentina Matvienko emphasized that Russian-Kazakh friendly and allied relations are important for the development of the two states.

At such meetings, we raise issues that require parliamentary oversight and ensure the implementation of agreements reached at the highest level in the interests of citizens of Russia and Kazakhstan, said Valentina Matvienko.

The Chairman of the Federation Council emphasized the importance of developing inter-parliamentary contacts between Kazakhstan and Russia, which play an important role in strengthening the economic and cultural components of bilateral relations and expanding interregional ties.

Valentina Matvienko suggested starting joint work on the preparation of the World Conference on Inter-Religious and Interethnic Dialogue, which is scheduled for 2022 in Russia, and also invited Dariga Nazarbayeva to become the co-chair of the third Eurasian Women’s Forum in 2021.

During the meeting, the ceremony of presenting the Order of Dostyk (Friendship) I degree to the Speaker of the Council of the Federation of the Federal Assembly of the Russian Federation, Valentina Matvienko, took place. The awarding decree was signed by the President of the Republic of Kazakhstan, Kassym-Zhomart Tokaev, for his contribution to the strengthening and development of bilateral relations between the Republic of Kazakhstan and the Russian Federation.
