D. Nazarbayeva: “We need a systematic approach to solving the problem of collection, disposal and recycling of household and industrial waste”

The government hour Collection and processing of household and industrial waste , which was organized by the Committee on Agrarian Issues, Nature Management and Rural Development, took place in the Senate .

The main report was made by the Minister of Ecology, Geology and Natural Resources of Kazakhstan Magzum Mirzagaliev. He informed senators that within the framework of the Concept for the transition of Kazakhstan to a green economy, by 2030 the share of waste recycling in the country should be brought up to 40%, and by 2050 – up to 50%. He also spoke about the implementation of the Waste to Energy project, which involves the burning of waste in order to obtain electricity with further transmission to electric networks, similar to renewable energy sources. This project will not only reduce the volume of waste disposal at landfills, but also attract investment in this area, the minister said .

In her speech, the Chairman of the Senate Dariga Nazarbayeva emphasized the need for a systematic approach to solving the problem of collection, disposal and recycling of household and industrial waste.

To solve environmental problems, the Head of the Senate believes, it is necessary to develop a state program for the processing and disposal of municipal solid waste. Today, the ministry is working on a new Environmental Code. I wonder how, without government programs, a navigator, will we adopt the Environmental Code tomorrow? We already have a concept, it remained at the level of 2013, there are no further movements, although six years have already passed. We will be asking you all this, and it’s very tough, because you can’t postpone these issues further, the Senate Head addressed to the Minister of Ecology.

At the same time, on the contrary, it is not worth rushing to introduce a ban on the disposal of food and construction waste at landfills, says the Senate Speaker. Such a ban, according to the relevant ministry, has been introduced since 2020. It is interesting to know where to put them? What is the government or laws proposing today to have some kind of alternative? And I believe that until this issue has been fully worked out, this ban cannot be introduced. Because tomorrow you will punish the same training grounds, and the people who work there. This is far from an idle question, “said Dariga Nazarbayeva.

Separately, D. Nazarbayeva raised the problem of radioactive waste located on the territory of Kazakhstan. She emphasized that the cost of medicine does not make sense while these wastes undermine the health of citizens: In addition to household waste, we still have accumulated 170 million cubic meters of radioactive waste. It’s something that doesn’t just pollute the soil and atmosphere, it’s something that kills us.

The chairman of the Senate’s relevant Committee Ali Bektayev in his speech emphasized that the country has practically no comprehensive waste management system, including monitoring, processing and disposal of industrial and household waste. This impedes the country’s sustainable development.

The event was also attended by the Chairman of the Association for Industrial and Industrial Waste Management Alexander Ryabinin, director of Gorkomtrans LLP, Karaganda Viktor Ivanov, director of the operating company ILIN LLP, MSW landfill in the city of Lisakovsk, Kostanay region Inna Aman, general director of LLP “Operator ROP” Medet Kumargaliev.

Following the results of the government hour, Senate deputies prepared recommendations that will be sent to the Government.
