D. Nazarbayeva: AIC Council to be established under the Senate

The Chairman of the Senate of the Parliament of the Republic of Kazakhstan Dariga Nazarbayeva, in preparation for the parliamentary hearings, holds a series of working meetings with representatives of the agricultural industry. Today, a meeting was held with the leaders of scientific and educational centers and agricultural universities.

The event was attended by deputies of the Senate of Parliament, heads of the National Agrarian Scientific and Educational Center, Kazakh National Agrarian University, Kazakh Agro Technical University. S. Seifullin, West Kazakhstan Agrarian Technical University. Zhangirkhan and research institutes.

Speaking at the meeting, the Chairman of the Board of JSC NANOTS Toleutai Rakhimbekov believes that the main problem of agricultural science in Kazakhstan is the lack of a system of knowledge transfer, transfer and commercialization of technologies. In this regard, T. Rakhimbekov proposed to restore the system of rural information and consultation points (SICC) in the regions on the basis of regional agricultural colleges and chambers of entrepreneurs.

The Chairman of the Board of JSC NANOC separately dwelled on the problem of staff shortages in agricultural science and emphasized that often graduates of specialized universities do not work in their specialty.

In turn, D. Nazarbayeva asked the question of how effective the Bolashak International Educational Scholarship is in solving this problem. Toleutai Rakhimbekov replied that today out of 10 thousand graduates of the program in the agricultural sector only 70 people work.

Continuing the theme of securing university graduates and highly qualified specialists in the countryside, the Chairman of the Board of Kazakh Agro Technical University named after S. Seifullin A. Kurishbaev proposed as one of the solutions the cooperation of small farms. If it is difficult to create conditions for modern personnel individually, then, having cooperated, farms will be able to provide personnel with normal social conditions and a social package, the rector of the university believes.

A. Kurishbaev also spoke about the positive results of the university’s work to identify unused agricultural land and to control harvesting using space monitoring. Such services have already begun to be used by some local executive bodies. This makes it possible to obtain accurate data and avoid paperwork, the rector emphasized.

In his speech, General Director of the Kazakh Research Institute of Agriculture and Plant Growing Andrey Ageenko focused on the situation in seed production. According to the scientist, the problem of storage of the plant gene pool is acute, the existing system of primary seed production does not meet the requirements of modern agribusiness, there is no control over the domestic seed market, most farmers sow grain that does not meet the standards. All these factors doom the fields to low productivity and productivity. We suggest making changes to the control system for seed production, to allow the launch of promising varieties of crops on the market, without waiting for a three-year cycle of registration in the registry, A. Ageenko said.

Damir Kaldybaev, Director General of Karabalyk Agricultural Experimental Station LLP, in turn, proposed legislatively regulating the import and export of seeds. This could increase the competitiveness of domestic producers and protect the national market.

In his speech, he drew the attention of the meeting participants to the Scientific Village project. In order to increase the attractiveness of rural science for young people and meet the needs of agricultural producers in scientific research, we started the implementation of this project last year. 880 million tenge was allocated from the regional akimat, 21 km of roads were repaired for 380 million tenge, we will restore engineering and social infrastructure for 500 million tenge, D. Kaldybaev said.

During the discussion, the Senate Chair supported the project and suggested involving investors from the villages in the implementation of this initiative .

Concluding the discussion, D. Nazarbayeva spoke in favor of creating a permanent platform under the Senate for a wide professional discussion of the problems of the agricultural sector:

We need to create a Council on the agro-industrial complex under the Senate, until we bring it to mind with the program and with all the proposals. We will carefully consider all the recommendations and try to include them in the document, which we will forward to the Government. All interested parties could enter this Council: representatives of the agro-industrial complex, government, local executive bodies of power, the sphere of science and personnel training, D. Nazarbayeva said.

Following the results of the event, Senate Chairman D. Nazarbayeva instructed the Committee on Agrarian Issues, Nature Management and Rural Development to study the issues raised by the meeting participants and prepare them for discussion at the parliamentary hearings.
