Today in the Ministry of Industry and Infrastructure of the Republic of Kazakhstan held a meeting with the participation of Minister Zhenis Kassymbek and Deputy Chairman of the Agency for Civil Service Affairs of the Republic of Kazakhstan Olzhas Bektenov. As noted by the chairman of the Committee for Geology and Subsoil Use Akbastyr Nadyrbayev, the Code “On Subsoil and Subsoil Use”, which entered into force on June 29, 2018, was developed in accordance with international standards. It incorporated not only the regulatory framework of different geological environments with the experience of leading countries, but also reduced the potential for corruption in the industry. In particular, the principle of the first order for acquisition of subsoil use rights ( tender and auction is open, license, block system, minimum package of exploration documents) ; access to geological information was provided (transfer conditions were shortened, information was provided via the Internet information system, etc.); administrative barriers and permitting procedures have been reduced 3 times (stages of granting subsoil use rights (from 16 to 4 stages) ; transition to international standards for CRIRSCO standards.

In order to automate business processes, the National Bank of Kazakhstan Database for Mineral Resources is being developed.

Creating this system will allow introducing the principle of a single window for investors and will eliminate risks such as the relationship between business and public services. The system is planned to be launched in December 2019 according to the state program “Digital Kazakhstan”. Under the Code, the audit of all legal acts in the field of geology and subsoil has been conducted to prevent discretion and corruption.

In order to avoid corruption risks during the construction of roads, a working group was set up to address the issues of “elimination of corruption risks, improving road construction and their application”. It consists of representatives of the Committee for Roads, JSC “NC” KazAutoZhol “, the State Oil Company of Kazakhstan and the Ministry of Health of the Republic of Kazakhstan.

In order to avoid road corruption, it is planned to gradually reduce transport control points by switching to remote control, except human factor. This was stated by the Deputy Chairman of the Transport Committee S.Gilimov.

The Ministry is taking measures to introduce an automated measuring system while driving. As practice shows, high accuracy of measurements is provided by stationary scales. In this connection it is recommended to create a network of separate automated weighing stations at the republican highway sections.

By means of information boards on the basis of special automated measuring instruments, the driver is advised to stop the measuring station. It is recommended that the facts of ignoring this requirement be written through an automated video monitoring system (“MOV”, MIA photo cameras) and an administrative penalty.

“Measurement stations should work electronically and give the results of the measurement online. According to the measurement results, the driver is automatically given an act indicating actual weight and size parameters. In case of violation of the rules, the car owner will be required to pay a penalty, “explained the Deputy Chairman of the Transport Committee.

According to the Deputy Chairman of the Committee for Industrial Development and Industrial Safety Nurzhan Makazhanov, more than a hundred procedures have been canceled and only six permits have been granted in the area of licensing reform in the field of industrial safety. These services are translated into an electronic format and only a handful of documents are provided through the “electronic government” portal and the Citizen Service Centers. To date, the expert group is working on reducing the number of documents required and the timeline for public services.

As a result of the analysis of hidden public services the function of registration and registration of hazardous technical facilities was included into the registry of public services. Also, the standards and standards of public services have been approved. Nowadays their automation is underway.
