Consolidation of public and private resources is the right step towards economic development, Deputy Prime Minister of Kyrgyzstan Zamirbek Askarov said at the round table on Public-Private Partnership and Business: cooperation or competition?!.
“Infrastructure of social facilities and administrative buildings leaves much to be desired. There is a lack of funds allocated from the state budget for the maintenance of such facilities. We have set a goal – to rationally use state assets within the framework of public-private partnership. We understand that only with PPP we can solve many social issues. With the development of the private sector, the issue of providing quality and necessary services to citizens will be resolved more quickly,” he said.
At the same time, there is need to maintain a tripartite balance in PPP projects: the state, business and consumers. This year the Parliament adopted a new version of the law on public-private partnership, which facilitates many procedures and expands the opportunities for all parties, Askarov stressed.
“A PPP center under the Ministry of Economy has been established. We have to show that being a partner with the state is profitable. We are ready to continue working to improve the conditions for business, the deputy PM said.
As of today, three agencies are working on the basis of the public-private partnership system. A project to provide hemodialysis services has been launched in Osh, Bishkek and Dzhalal-Abad, the Kyzyl Kyrgyzstan cinema will be rebuilt, and an electronic ticketing project for public transport is to be introduced in Bishkek.
In addition, 21 projects worth a total of $500 million are at various stages of development.
At the round table, problems faced by business in the implementation of PPP projects were discussed, as well as opportunities for the state and business in joint work on the development of infrastructure in Kyrgyzstan.
Deputies of the Jogorku Kenesh of the Kyrgyz Republic, representatives of the Office of the President of the Kyrgyz Republic, the Government of the Kyrgyz Republic, heads of state and municipal bodies of the republic, representatives of the private sector, civil society and the media attended the event.
