Congress of “Nur Otan” Party: a New Stage of Social Development
XVIII Congress of Nur Otan Party has been held in Astana involving participation of the President Nursultan Nazarbayev. In his speech, the Head of State has announced regular measures for large-scale social support of the population. The key steps in this direction include increase of wages for public sector employees, increase of the amount of benefits for large families and parents of children with disabilities, as well as introduction of additional mechanisms to ensure affordable housing for vulnerable categories of citizens.
– Our main priority is to ensure a decent standard of living for citizens and the development of Kazakhstan as a socially-oriented state. Even in the most difficult periods, we were fulfilling our social obligations. The level of social expenditures in the country has always been high, and it will be consistently growing further. We carry out large-scale social investments within the framework of various programs, projects and initiatives. We should not reduce development costs and continue helping those in need. In the current year, more than 45% of all the national budget expenditures were allocated to the social field. At the same time, we have identified certain imbalances and a series of problem points in the social block. In this regard, I have decided to allocate funds from the National Fund to improve the quality of living and the well-being of our citizens, – said the President Nursultan Nazarbayev.
In particular, the Head of State has drawn special attention to the intensification of activities in providing the population with housing. The Government was instructed to build over 40 thousand rental apartments within the framework of Nurly Zher program, mainly for low-income families from among families with many children. In the next seven years, 50 billion tenge will be additionally annually allocated to accomplish these goals.
The affordability of housing purchase for large and single-parent families, families with children with disabilities, with low incomes will be also increased. A preferential mechanism for the provision of housing loans at 2-3% per annum will be developed for this category of citizens through the housing construction savings system. The subsidiary of Baiterek Holding, Zhilstroisberbank, was instructed to allocate 50 billion tenge annually for these purposes.
During the forum, specific instructions have been given to state bodies in the field of education, healthcare, infrastructure, transport, regional policy development, as well as Nur Otan Party’s Program until 2030 The Society of Welfare: 10 Goals of the Decade has been adopted.
