October 9 at a briefing following the Government meeting, vice ministers of education and science Elmira Sukhanberdiyeva and Bibigul Assylova spoke about measures to improve the quality of pre-school education.

Thus, Sukhanberdiyeva informed that in fulfillment of the President’s Address to the people of the country Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life, the Ministry of Education and Science is considering a block of issues related to pre-school education.

We are developing a Roadmap together with local executive bodies. A working group is being created. We are starting work on the implementation of a unified national qualification testing, said the vice minister.

It should be noted that the qualification tests for middle level teachers have already been developed. Moreover, in June 2018, 56,910 teachers passed certification on them. Teachers who have passed the test and the second stage, from September 1, receive a new salary. The next test will take place in November 2018.

By analogy, it is planned to introduce national qualification testing for educators.

We are now talking about raising wages. A surcharge from 30% to 50% based on the results of the national qualification will be introduced. This applies not only to educators, this also applies to heads and methodologists of kindergartens, said Sukhanberdiyeva.

At the same time, the Vice Minister of Education and Science Bibigul Assylova reported that on behalf of the commission, by 2023, the overall expenses for education would be significantly increased.

As part of the additional funds that will be allocated to us, starting from 2019, the salaries of educators, methodologists, and heads of kindergartens will be increased. As part of the development of the Law on the Status of Teachers, an increase in the salaries of school principals and deputy directors is envisaged. In addition, in order to support our teachers, almost three times increase in wages for classroom management and for checking notebooks alone is provided. Additional funds will be allocated from the republican budget for these purposes, Assylova informed.
