Bakytzhan Sagintayev takes part in the meeting of the Council of CIS Heads of Government in Dushanbe

Today Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev took part in the meeting of the Council of Heads of Government of the Commonwealth of Independent States in Dushanbe, and also held bilateral meetings with Prime Ministers of the Russian Federation Dmitry Medvedev and the Kyrgyz Republic Muhammetkaliy Abulgaziyev.

This year the Commonwealth is chaired by the Republic of Tajikistan. Prior to the start of the CIS CHG session, Tajik President Emomali Rahmon received the Heads of government delegations. During the meeting, the participants discussed plans for joint work, as well as the issues of the forthcoming meeting of the Council.

The Council session was attended by Prime Ministers of the Republic of Belarus A. Kobyakov, Kyrgyz Republic – M. Abulgaziyev, Russian Federation – D. Medvedev, Republic of Uzbekistan – A. Aripov, Republic of Tajikistan – R. Kohir, First Deputy Prime Ministers of Azerbaijan Y. Eyyubov, Armenia – A Mirzoyan, Deputy Prime Minister, Minister of Foreign Affairs of Turkmenistan – R. Meredov, Permanent Plenipotentiary Representative of the Republic of Moldova to statutory and other CIS bodies V. Sorochan, Chairman of the Executive Committee, CIS Executive Secretary S. Lebedev.

Traditionally, meetings were held in both narrow and enlarged format.

During the private session, the Heads of delegations exchanged views on topical issues of economic interaction within the framework of the Commonwealth and heard information on the progress of negotiations on the draft Agreement on Free Trade in Services, and also resolved a number of organizational issues. The next meeting of the Council of CIS Heads of Government will be held this autumn in Astana.

In addition, the Kazakh side raised the issues of the need for modernization and improvement of the Commonwealth within the framework of the forthcoming update of the Concept for the Further Development of the CIS and the Plan of Key Implementation Measures initiated by the Head of State Nursultan Nazarbayev during the Council of CIS Heads of State in Sochi on October 11,

The main topics of the enlarged meeting were the issues of ensuring further strengthening of trade and economic relations between the participating countries. The tools of regulation of cooperation in the field of intellectual property, innovative development of power engineering, waste management of electronic and electrical equipment, interstate standardization and customs were considered.

Following the meetings of the Council of CIS Heads of Government, a number of documents were signed, among them:

– Agreement on the formation and development of the intellectual property market of the CIS member states;

– Decision on the Concept of Cooperation of the CIS Member States in the Field of Innovative Energy Development and Development of Advanced Energy Technologies and the Plan of Priority Actions for its Implementation;

– Agreement on cooperation of the CIS member states in the field of waste management of electronic and electrical equipment;

– Agreement on the distribution of documents on interstate standardization;

– Protocol on Amendments to the Agreement on Cooperation and Mutual Assistance in Customs Affairs of April 15, 1994;

– Decision on the Procedure for the Development and Financing of Interstate Innovative Projects and Activities within the Interstate Program for Innovative Cooperation of the CIS Member States until 2020;

– Decision on the Regulations on the Congress of Teachers and Educators of the CIS Member States;

– Decision on the International Youth Project of the Commonwealth member states 100 Ideas for the CIS.

Within the framework of the work of the Council, Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev held bilateral meetings with the Heads of government of the Russian Federation and the Kyrgyz Republic.

Within the framework of the meeting of the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev and Chairman of the Government of the Russian Federation Dmitry Medvedev, topical issues of bilateral economic and trade relations, cooperation in energy, industrial and customs policy were discussed.

The meeting took place in a traditionally friendly and open, confidential atmosphere.

For reference: Last year the trade turnover between Kazakhstan and Russia increased by 25.6% ($ 16 billion) as compared to 2016. Exports increased by 31.1% and amounted to $ 4.5 billion (2016 – $ 3.5 billion). In January-March 2018, the trade turnover amounted to $ 3.9 billion, which is 8.3% higher than in the same period of the previous year ($ 3.6 billion), while exports from Kazakhstan to Russia grew by 7.3% to $ 1.2 billion.

The meeting with the Prime Minister of Kyrgyzstan Muhammetkaliy Abulgaziyev covered topical issues and prospects for further development of the Kazakh-Kyrgyz cooperation in the socio-economic, trade, investment, border and customs spheres.

The meeting took place in an open and constructive, friendly atmosphere. The Prime Ministers highlighted the importance of the agreements concluded between the Presidents of the two countries in Astana within the framework of the working meeting of the Heads of the Central Asian states in March this year and during the official visit of the President of the Kyrgyz Republic S. Jeenbekov in December last year. The interlocutors considered the pace of execution of the instructions of the Heads of State to increase bilateral trade to $ 1 billion by 2020.

At the same time, the discussion touched upon issues of implementation of the Roadmap for bilateral economic cooperation, signed in Astana on December 2, 2017, and issues of participation at the upcoming meeting of the CIS CHG in Kazakhstan.

For reference: Last year, the commodity turnover between the Republic of Kazakhstan and the Kyrgyz Republic increased by 13.4% compared to the same period in 2016 (2017 – $ 758.4 million, 2016 – $ 668.6 million), while exports from Kazakhstan grew by 15.1% and amounted to $ 503.2 million. According to date for the first quarter of this year, this trend was preserved, and the growth amounted to 16.6% (turnover in January-March 2018 – $ 179.4 million). Exports from the Republic of Kazakhstan to the Kyrgyz Republic in January-March increased by 27.9% to $ 131.7 million.

The trade turnover between Kazakhstan and the CIS countries grew by almost 25% last year and amounted to more than $ 22 billion. In the first quarter of 2018, trade with the CIS countries grew by another 10% to $ 5.3 billion.
