Bakytzhan Sagintayev names the main components of Kazakhstan’s economic policy for the next decade
Today, within the framework of the Astana Economic Forum, Prime Minister Bakytzhan Sagintayev delivered a welcoming speech at the panel session Green Economy: A New Model of Sustainable Growth.
Ladies and gentlemen!
I am sincerely glad to welcome you to the Astana Economic Forum: Global Challenges Summit 2018, to our panel session on a world of new clean energy.
Today, the world is rapidly changing in the light of the technological revolution. And this global transition demands from all governments and countries a new type of action, namely, advanced international cooperation on the most complex and sensitive issues of global development.
Undoubtedly, one of such complex challenges is to ensure economic growth, social stability and ecological balance in the long term. This is one of the cornerstone issues of global security and Kazakhstan, as a country with huge natural resources, understands its responsibility in ensuring sustainable development and global energy security.
The agenda until 2030 and the Paris Agreement demonstrate that the world community as a whole is ready for a united effort to curb climate change. Today, we are honored to present our contribution to this process – the International Center for Green Technologies and Investment Projects, created on the initiative of our President Nursultan Nazarbayev with the support of the global community.
We are grateful to the international organizations: the UN, OECD, OSCE, the International Renewable Energy Agency (IRENA), the World Bank, the EBRD, ADB, the European Commission and others for supporting Kazakhstan in this project.
Special thanks goes to Mr. Ban Ki-moon for his full support, participation in the work of the Astana Economic Forum, as well as for the opportunity for cooperation between the Global Green Growth Institute and the International Center for Green Technologies and Investment Projects.
The International Center was created on the basis of the heritage of the International Exhibition Expo: Future Energy held last year in Astana and is a continuation of the Green Bridge Partnership Program, designed to strengthen “green” economic growth in the region.
We hope that, as the first technology center in Central Asia, it will become a stable institutional basis for sustainable investment. An effective mechanism for the transfer of new “green” technologies and innovations from developed countries to the developing world. It will promote a more harmonious alignment of economic, social and environmental factors of sustainable development, which will be acceptable for all groups of countries – both developed and developing.
The Government of Kazakhstan is committed to the strategy of developing renewable energy sources and reducing the impact on the environment at the regional level.
Our long-term approach is that environmental protection should not be a hindrance, but an incentive for technological and economic development. We intend to continue to make our contribution to securing a clean environment and sustainable economic development.
Abandoning the nature-intensive course of economic development, the introduction of resource-saving technologies, instruments of the “green economy”, investments in high-tech and knowledge-intensive industries, which are essential for the transition to sustainable development, and then to environmental development � all these are the main components of our economic policy for the future decade.

The process of building a new “green” technological structure and achieving the goals of sustainable development until 2030, the timely adaptation of our policy to the challenges of a new generation requires the development of promising directions for environmental and innovation cooperation of all our countries, international organizations, business and the expert community.
The Government of Kazakhstan supports the open dialogue of all those interested in promoting a sustainable development policy. I am sure that the recommendations developed during the forum will contribute to this!
