Bakytzhan Sagintayev instructs to improve the efficiency of using budget funds

Today, during consideration of the results of execution of the National budget for five months of 2018, Prime Minister Bakytzhan Sagintayev, after hearing the report of the Ministry of Finance, gave a number of specific instructions.

According to the report of Minister of Finance B. Sultanov, the state budget revenues (without transfers) amounted to 3290 billion tenge, or 104.3% of the plan. With regards to the National budget, revenue performance amounted to – 100.7%, local budgets – 114.4%. Expenditures of the National budget amounted to 3684.5 billion tenge.

The Prime Minister noted that in the five months there has been growth in the spheres of agriculture and manufacturing. However, development is hampered by the construction industry. 275.5 billion tenge is provided for the construction of National facilities. According to the Minister of Finance B. Sultanov, in the reporting period, only 15% of the annual amount or 42.2 billion tenge were spent. Until the end of the year, 233.3 billion tenge is to be spent.

Minister of Investments and Development Zh. Kassymbek, in turn, reported that the construction of the facilities is on schedule and the plan will be implemented by the end of the year.

Based on the results of the consideration of the issue, Bakytzhan Sagintayev noted the growth of indicators in the sphere of agriculture and the manufacturing sector. At the same time, it was instructed to closely monitor the effectiveness of the use of budget funds, to take measures to conduct the corresponding competitive procedures.

The Ministry of Finance was instructed to seize the funds provided that the established indicators were not fulfilled by the end of six months of this year, and redistribute to implement other tasks set by the Head of State. It is necessary to strengthen systemic measures to solve the problems of financial support for the development of agriculture, manufacturing sector, business loans.
