Bakytzhan Sagintayev instructed to reduce the administrative burden on business
It should be reminded that the enlarged session of the Government of Kazakhstan with the participation of the President Nursultan Nazarabayev was held; the Cabinet gave a number of specific tasks for the implementation of the Message of President of Kazakhstan.
The Prime Minister noted that a lot has been done to improve the business climate in Kazakhstan, but the regulatory burden on business is still growing.
“On one hand, we are making changes to the laws to improve the business, simplify procedures. The number of permits reduced by 3.2 times over the past five years. On the other hand, the number of adopted legal acts affecting the interests of business, on the contrary, increased by 1.7 times for the same period; 85% of them are acts of mayor’s offices and maslikhats,” B.Sagintayev said.
In this regard, Prime Minister instructed the Ministry of Justice and the National Economy to solve this question. In addition, the Ministry of the National Economy together interested state bodies and NPP “Atameken” was charged to complete a large-scale audit of all supervisory functions in a month’s time.
“First, we need to reduce the excessive demands on the business and administrative barriers. All necessary changes to the legislation should be taken in the current year,” B.Sagintayev said.
Prime Minister noted that the Head of State had a lot of complaints about the activities of tax authorities. Especially in terms of unjustified inspections and the complexity of tax law in practice.
In this regard, B.Sagintayev instructed to rebuild the work of the Committee of the Ministry of Finance of the State Revenue for the optimization of business checks. In addition, the Prime Minister requested together with the General Prosecutor’s Office to understand unreasonably lodged cases within one month.
“Those who started such cases should be punished,” B.Sagintayev said.
The Prime Minister instructed the Ministry of the National Economy together with the concerned bodies in the development of the new Tax Code dramatically simplify administration and make it as simple as possible.
“Earlier, it was planned to develop a unified tax and customs codes. But in accordance with the request of the President of the Ministries of Finance and the National Economy it is necessary to develop a separate Tax and Customs Codes,” summed up B.Sagintayev.
