Bakytzhan Sagintayev holds meeting on project management in West Kazakhstan region: Government is always ready for cooperation and joint work


The meeting began with an analysis of the implementation of instructions given by the President Nazarbayev during his working visit to the West Kazakhstan region May 15,2018.

Deputy Prime Minister Erbolat Dossaev reported on the measures taken by the Government. The Head of State instructed to overhaul the highways of the republican importance, provide the necessary amount of raw materials for increasing the supply of petroleum products to the domestic market, as well as a number of tasks for the defense industry complex.

In the direction of major road repairs to connect the regional centers of Kaztalov, Zhanibek and Bokeyorda with Uralsk, the work has now begun on the section Chapaevo � Zhalpaktal � Kaztalovka with the length of 35 km and 1 billion tenge of financing at the expense of the republican budget.

“On the roads Kaztalovka � Zhanibek � the Russian Border and Unige � Bisen � Saykhin with a total length of 245 km, a design organization has been appointed, which is currently developing design and estimate documentation. All the necessary funds, including the development of design estimates, are envisaged in the republican budget,” Dossaev said.

In 2019 it is planned to begin the reconstruction of the Podstepnoye � Fedorovka � Border of Russia highway at the expense of the republican budget with the completion in 2021. In the draft republican budget for 2019-2021, within the established limits, expenses for 17.3 billion tenge were supported. Currently, competitive procedures are under way to start the development of design and estimate documentation, the contract is scheduled for August-September of this year.

In addition, Dossaev told about the work done to provide JSC Condensate with the necessary amount of raw materials to increase the supply of petroleum products to the domestic market. So, in June 2018, the Ministry of Energy included the JSC Condensate oil refinery in the schedule of oil transportation of Kazakh producers through the system of trunk oil pipelines and by rail. According to the schedule, a trial quota of 15,000 tons was approved for July 2018.

“The further supply of the plant with raw materials will be carried out taking into account the needs of the domestic market in petroleum products and the technical capabilities of the JSC Condensate,” Dossaev said.

In addition, in pursuance of the Head of State’s instructions concerning the defense industry, to provide JSC West Kazakhstan Engineering Company, JSC Ural Plant Zenit and JSC Scientific Research Institute Hydropribor with state defense orders, the Government held four meeting with the participation of managers of these enterprises. Dossaev noted that for today all the problems have been considered and concrete measures have been taken to address them.

“All the instructions of the Head of State are on the constant control of the Government,” the Deputy Prime Minister Dossaev summed up.

Then, during the meeting with the activists, the industrial sector’s development, trade, transport and logistics, education, health care, tourism, agribusiness, mass entrepreneurship, technological renewal and digitalization, investment attraction and productive employment were discussed in detail.

Akim of the West Kazakhstan Region Altay Kulginov reported on the work of the akimat for the first half of 2018 under the project management. Currently, the region provides 4.5% of the country’s GDP and 9% of industrial production.

“There is a 17% increase in the processing industry. The growth in agricultural production has been achieved � by 3.1%. External investments increased by 4.3%. The volume of completed construction works increased by 7.2% and amounted to 44.1 billion tenge,” Kulginov said.

According to Kulginov, the implementation of state programs and activities under the project management contributes to the dynamic development of the region. The growth of gross added value in basic industrialization (by 20%), agro-industrial complex (by 16%), development of information and communication technologies (by 6%) was achieved. There is also an increase in labor productivity in basic industrialization (by 28%), agribusiness (by 16%), ICT (by 16%), transport and logistics (by 8.5%), trade (by 0.7%). The results of 6 months show the growth of investments in the development of transport and logistics at 1.7 times, healthcare � 1.6 times, trade � 43%, ICT � 35%, tourism � 18% and in the fuel and energy sector �3%.

At the same time, during the meeting, the potential and reserves for further economic development of the region were considered.

First Vice Minister for Investments and Development Roman Sklyar said that within the project management and investment attraction program, the akimat announced 50 projects worth $6 billion with a deadline until 2022. As for the current year, nine investment projects worth $53 million are planned to be commissioned within the project management. In addition, construction and installation works on six of them worth $463 million will start in 2018.

In his turn, Deputy Minister of Energy Bolat Akchulakov reported on plans and tasks for the development of the region’s oil industry complex. According to him, in the framework of the project management for the fuel and energy complex, in conjunction with the region, the target indicators for 2018 have been decomposed, namely, the growth of GVA at 2.7%, investments � 7.1%, labor productivity � 4.6% and employment in the fuel and energy sector at 9100.

“The indicator of investment growth in the fuel and energy complex is fulfilled. The volume of investments in oil production is 89 billion tenge, refining � 3.2 billion tons, electricity, gas, steam and air conditioning � 2.2 billion tenge. The growth in labor productivity was 95.5%, the number of employees in the first quarter of 2018 was 9434 people with the plan of 8200,” Akchulakov said, stressing that the operational plan for the half-year on the volume of oil production in the region is being implemented.

Vice Minister of Agriculture Gulmira Issayeva reported on the measures of state support and the agro-industrial complex development plan. According to her, in 2018 about 8 billion tenge was allocated for subsidizing the industry of the West-Kazakhstan region. For example, 2.6 billion tenge was allocated for the development of livestock production, 1.1 billion tons � for the development of crop production, more than 800 million tenge � for subsidizing priority crops, over 190 million tons � for seed-growing crops, for mineral fertilizers and herbicides � more than 111 million tenge. At the same time, in the framework of the Program of Productive Employment and Mass Entrepreneurship, more than 4 billion tenge is provided for lending to rural residents in the region, which contributes to the involvement of the unemployed in productive activities and the formal sector.

Also during the meeting on the videoconferencing system, representatives of several ministries made speeches.

Vice Minister of Culture and Sports Yerlan Kozhagapanov reported on the tourism industry in the West Kazakhstan region, the analysis of the fulfillment of the President’s instructions regarding the development of tourism and the available reserves for further growth in the tourism’s share in the gross regional production. According to him, the region has a great potential for development of the tourism industry in several areas.

“In the Republican map of potential points of tourist growth, together with akimat, we have defined two directions. The first is Bukeyorda historical and cultural museum complex and development of children’s and youth tourism in the region. Both directions can generate a tourist flow of up to 30,000 people,” Kozhagapanov said.

Vice Minister of Labor and Social Protection of the Population Nariman Mukushev told about the assessment of the road map on labor flows and tasks of the region on employment and creation of new jobs. According to the data of the ministry, there are 57,500 productive workplaces in the West Kazakhstan region. An increase to 58,000 is expected in 2018. It is planned to provide short-term courses for 1,500 people this year, coverage for July 1 2018, is 1,085 people or 72.3%, 328 people have completed their training, of which 102 or 31% people are employed.

Vice Minister of National Economy Madina Zhunusbekova reported on the development of mass entrepreneurship and modernization of trade, as well as on reserves and economic opportunities for the development of the region. The growth of indicators was recorded in the areas of Basic Industrialization, agro-industrial complex and information and communication technologies. In addition, in the first half of the year, there is a positive trend in the growth in the number of active small and medium0sized business � 3.3%.

The current situation and plans for further work to expand competition and increase the share of the private sector in medicine was reported by the Minister of Healthcare Yelzhan Birtanov. In this direction, it was noted the need to increase the inflow of investments in the field of rehabilitation services, as well as additional measures for the prevention and management of key diseases.

Minister of Education and Science Yerlan Sagadiyev, in his turn, reported that the region is actively working to digitize the education sector. So, to date, 86% of schools have broadband access with a speed of 4 Mbit/s and above, 90% are equipped with computer technology. Also, 90% of kindergartens are connected to an automated system. At the same time, directions are marked out, on which it is necessary to pay special attention. These include the introduction of an electronic journal and the installation of wi-fi in schools.

Minister of Information and Communications Dauren Abayev reported on the digitization of economic sectors and the development of the information and communication technology sector. According to the results of the first quarter of 2018, the growth of gross value added was 14.7%. The number of employees in the field reached 3,200 people, the growth of labor productivity amounted to 16.2%.

During the discussion, regional ethnographer Zhaisan Akbay and Director of JSC Zenith Plant Vyacheslav Valiyev made speeches with comments on the development of entrepreneurship and support of domestic producers of goods and services.

At the end of the meeting, Prime Minister Sagintayev noted the need for comprehensive implementation of target growth indicators in 12 areas of development for effective solution of tasks set by the Head of State to create a new model of Kazakhstan’s economic growth. The Prime Minister stressed that for this purpose it is necessary to pay considerable attention to the development and promotion of domestic enterprises, services and goods, which in turn will require intensive preparation and training of local cadres. According to Sagintayev, the issue of personnel training should become one of the important priorities of economic modernization. The Prime Minister paid special attention to the manufacturing sector’s development potential.

“I see that all companies in the regions want to grow, they have the capacities and, most importantly, trained personnel who can produce any products that our large buyers need, especially in the oil and gas sector,” said Sagintayev, noting that the measures taken will allow to refuse from import in favor of the goods of domestic production.

In general, the Prime Minister noted the positive dynamics of economic growth in the West Kazakhstan region.

“All the issues that were raised by the Head of State during the visit are completely resolved. Those that require a budget change will be put into the next year’s budget and systematically resolved. We must achieve growth rates of at least 5 � 5.5% from 2021, and this year must be completed with an index of not less than 4%,” concluded Sagintayev.
