Bakytzhan Sagintayev: Government will continue work on improvement of public procurement system
The Minister of Finance of the Republic of Kazakhstan B. Sultanov reported that the platform of the web portal for public procurement, launched a year and a half ago, allowed to fully automate the procurement system and switch to electronic cameral control of participants in the online mode through a web portal. In general, the measures taken have increased the average number of participants in one contest by 4 times.
In order to further improve the system, in particular to avoid deviations for formal reasons, the requirements to the participants of procurements are simplified. The emphasis will be on positive experience (reputation) and the tax burden factor. At the same time, the institute of prequalification selection will be used more widely.
The Ministry of Finance jointly with the Ministry of Investment and Development and the NCE Atameken developed measures to support domestic producers, including expanding the list of goods, works and services purchased through the Single Organizer; it is planned to combine small purchases into one large lot.
According to the Minister of Finance of the Republic of Kazakhstan B. Sultanov, a bill is being drafted that provides for the legislative regulation of purchases of the quasi-public sector. The Ministry of Finance of the Republic of Kazakhstan is planned to be determined by the authorized body for approval of unified procurement rules for all subjects of the quasi-public sector, including national holdings of “Samruk-Kazyna”, “Baiterek”, and “KazAgro”. For procurement of national companies, separate rules will be developed which, unlike public procurement, will be more flexible.
The reports were made by the Chairman of the Board of “Samruk-Kazyna” JSC U. Shukeyev, the Chairman of the Board of the “Atameken” National Chamber of Entrepreneurs A. Myrzakhmetov.
Based on the results of the consideration of the issue, the Prime Minister instructed the Ministry of Finance of the Republic of Kazakhstan, in conjunction with the interested bodies, to continue the work and complete the draft law “On Amendments to the Legislation on Public Procurement and Procurement of the Quasi-Public Sector”.
