Bakytzhan Sagintayev discusses socio-economic development of the region with the activists and public of Zhanaozen

As part of his working trip to Mangystau region, Prime Minister Bakytzhan Sagintayev visited the Polytechnic College in Zhanaozen, where he got acquainted with the development of the education system, and also met with the city’s activists and the public to discuss topical issues of the social and economic development of the single-industry city.

The Director of the college T. Bolatbayeva spoke about the training of highly qualified specialists and workers in 13 specialties in accordance with modern requirements. To date, more than 800 people study at the school. During the visit, the Prime Minister got acquainted with the organization of the educational process, classrooms’ equipment for conducting theoretical and practical classes.

The Prime Minister was also informed about the digitalization of the educational sphere within the framework of the Digital Kazakhstan State Program, in particular about the implementation of the information systems E-College and Mektep.edu.

Mangystau region, as well as the whole country, is implementing the program for digitalization of the education system. To date, 100% of schools have Internet access, 95% – broadband. Information systems Mektep.edu.kz, Admission and enrollment in school, E-college and a unified curriculum on programming are being introduced in all schools.

The meeting with the activists and the public covered the implementation of the Comprehensive Plan for Social and Economic Development, the Special Plan for the Development of Entrepreneurship in Zhanaozen, digitalization and the prospects for further development of the city’s infrastructure.

Particular attention was paid to employment issues, implementation of the CSMI system, vocational training and employment of youth, as well as SME support. In this direction, the Law on the Improvement of Entrepreneurship, signed by the President on 24 May, is of particular importance.

The Law conceptually changes the state control and supervision system. Preventive control is introduced, 20 spheres are eliminated, the control functions and the number of information tools related to reporting are reduced by 30%.

Akim of Zhanaozen A. Dauylbayev reported on socio-economic development and forthcoming plans. Within the framework of the Comprehensive Development Plan of the City for 2012-2020, out of 116 actions, 53 were executed. The remaining items of the Plan are being worked on.

The main macroeconomic indicators of Zhanaozen in 2017: the volume of production of industrial products amounted to 156 billion tenge (2016 – 120.3 billion tenge). The index of physical volume is 117.4%. Investments in fixed assets amounted to 30 billion tenge, and compared to the same period last year increased by 39.1% (2016 – 21 billion tenge). In January-May, the volume of industrial production in the region amounted to 3.5% (59.9 billion tenge), investment in fixed assets – 7% (9.2 billion tenge), construction work – 6.8% (2, 6 billion tons), gross output of agricultural products – 5.7% (166.9 million tenge), retail trade turnover – 4.2% (1.9 billion tenge).

Deputy Minister of National Economy A. Zhumagulov spoke about the development of entrepreneurship. To date, 8,113 SMEs have been registered in the city, which employ about 21 000 people. The share of SMEs in the economically active population is 30%. Since the beginning of the year, 4424 new jobs have been created, which is 521 more than last year.

Minister of Education and Science Y. Sagadiyev in his speech touched upon the development of the education sector and the mechanisms for implementing the Five Social Initiatives of the President in terms of improving the accessibility of education through increasing the number of grants and providing students with dormitories.

The total need for student housing in the region is 2600 beds, of which for universities � 1000, and colleges – 1600. To provide students with housing, 5 land plots with a total area of 3.56 hectares were allocated.

Deputy Minister of Labor and Social Protection of Population N. Altayev, in turn, made a presentation on the assessment of the Roadmap for the flow of labor, on the tasks of the region with regards to productive employment, training for the new economy and labor mobility.

Since 2001, the workforce has doubled from 146 to 292 thousand people. The number of employees increased from 131 to 277 thousand people. The share of the self-employed population decreased from 24 to 6%. Mangystau region is one of the five labor-surplus regions, from which resettlement to work-deficit areas is carried out. This year, the number of people resettling more than doubled. In addition, it is planned to resettle 2328 families (9.4 thousand people).

Representatives of the city public and business also spoke during the discussion. The head physician of the central city hospital M. Saryev, Chairman of the city council of veterans K. Bekmaganbetov, businessmen K. Zhalymbetov and I. Kaldamanov, Secretary of the Zhanaozen city Maslikhat S. Mynbay, the honorary citizen of the city S. Oteuli raised the issues of development of healthcare and agriculture infrastructure, entrepreneurship expansion and others.

In addition, during the trip to the monotown, the Prime Minister also visited the new city hospital No. 3, where he got acquainted with the technical equipment of the institution, inspected the reception rooms, talked with patients and medical personnel.

Further, the working trip will continue in the regional center – Aktau.
