Bakytzhan Sagintayev discusses road infrastructure development of three districts in West Kazakhstan region with the public

At the meeting with the representatives of Kaztalov, Zhanibek and Bokeyorda districts, topical issues of the full-scale modernization of roads and improvement of the local network of roads as part of the fulfillment of the Head of State’s Address to the people of Kazakhstan “New Opportunities under the Fourth Industrial Revolution” were discussed.

Opening the meeting, Bakytzhan Sagintayev noted that the Head of State pays special attention to the development of the West Kazakhstan region in general, including the state of highways, as one of the main economic drivers of the country’s growth, as well as interregional and intraregional mobility of the population.

For the road repair works, 24,9 billion tenge was allocated for 2014-2017. Nearly 453 km of roads were repaired for the allocated funds, and the regional center was connected to the destricts � Karatobe, Shyngyrlau and Zhanakala. In addition, intraregional repair works were carried out in a number of districts, and the centers of the Burlin and Syrym districts were connected.

With a view to radically improve the state of the local roads, the Head of State, during the visit to the West Kazakhstan region this year, instructed to allocate additional funds. So, 23.9 billion tenge was allocated, of which 11 billion tenge were sent to the Taskaly district and 1.7 billion tenge � to the Kaztalov district.

It was noted that the road Uralsk � Saratov will also be reconstructed at the expense of the funds. With the modernization of this road, economic activity of the border regions is expected to grow by reducing travel time by 1.5 times.

In addition, for the next three years, transfers from the republican budget for 18 billion tenge were provided for parity co-financing from the local budget. The total volume is 36 billion tenge. As a result, over 700 km of roads will be covered.

Chairman of JSC KazavtoZhol Yermek Kizatov, reporting on the implementation of the State Program for Infrastructure Development Nurly Zhol for 2015-2019 in the West Kazakhstan region, demonstrated the construction and repair progress on the map of the region. He noted that in 2018, 13 projects for a total of over 16 billion tenge are envisaged.

Two projects are planned for 2018: reconstruction of the highway Burlin � Aksay � Zhympity and reconstruction of the road from the republican highway Podstepnoe � Fedorovka � the border with Russia to the Algabas station, Terektinsky district of the West Kazakhstan region. The development for the 6 months is 100%. In the direction “Capital and Average Repair of Motorways of Regional and District Significance” in 2018, five projects are planned for 3 billion tenge.

First Vice Minister for Investments and Development Roman Sklyar reported that the total length of the public-use highway network in the West Kazakhstan region is 6,496 km. By the end of 2018, a tender will be held for six lots for the development of design estimates. Compared to 2014, the state of local roads has been improved by 4%.

In the course of the meeting, Chairman of the Veterans Council of the Bokeyorda District Imanbay Mashutov spoke on behalf of the local public, he noted that an enormous work on road reconstruction has been started in the region � and it includes the roads of the republican as well as local significance.

Construction of quality roads will provide the opportunities for the local tourism development and make this beautiful place more recognizable, Mashutov said.

Summing up the results of the meeting, the Prime Minister Bakytzhan Sagintayev instructed the Ministry for Investments and Development together with KazavtoZhol JSC and the regional akimat to take all the raised proposals into account, as well as ensure the quality and timely execution of the planned works in all the road sections.

With the progress of road modernization activities the Prime Minister aslo got acquainted during the inspection of the road section Uralsk � Taskala � Russian border Ozinki. Its length is 100 km, of which 27 km was completed in 2017. In 2018, 9.5 billion tenge were allocated for repairs.

The Deputy Akim of the Region Mirzhan Satkanov reported that after the completion of construction, in November 2018, nearly 7,500 cars will pass through road per day. Travel time will be reduced by 1.5 times. The road surface can withstand the weight of a 13-ton vehicle. In general, it is expected that the reconstruction of roads by reducing the travel time will increase the economic activity of the border regions.

The Prime Minister also got acquainted with the project of major road repairs on the section Kaztalovka � Zhanibek � Bokey Orda. So, according to the instructions of the Head of the State, for connecting the centers of Kaztalov, Zhanibek and Bokeyorda districts with the regional center, the major repairs of the motor roads Kaztalovka � Zhanybek and Unege � Bisen � Saykhin with a total length of 245 km have begun. It is planned to carry out the implementation of projects in 2019-2021.
