Bakytzhan Sagintayev discusses region’s socio-economic development with activists and public of Zhanaozen
Director of the College T. Bolatbayeva spoke about the training of highly qualified specialists and workers in 13 specialties in accordance with modern requirements. To date, more than 800 people study at the educational institution. During the visit, the Prime Minister got acquainted with the organization of the educational process, equipment of classrooms for conducting theoretical and practical lessons.
The Prime Minister was also informed about the digitalization of the educational sphere under the Digital Kazakhstan State Program, in particular about the implementation of the information systems E-College and Mektep.edu.
In Mangistau region, as well as in the whole country, a program of digitalization of the education system is being introduced. To date, 100 percent of schools have internet access, 95 percent of them broadband. Information systems Mektep.edu.kz, Admission and Enrollment in School, E-college and a unified curriculum on programming are being introduced in all schools.
During the meeting with the activists and the public, the implementation of the Comprehensive Plan for Social and Economic Development, the Special Plan for the Development of Entrepreneurship in Zhanaozen, digitalization and the prospects for further development of the city’s infrastructure were discussed.
Particular attention was paid to employment issues, implementation of the Compulsive Social Health Insurance system, vocational training and employment of youth, as well as support of SME. In this direction, the Law on the Improvement of Entrepreneurship, signed by the President May 24, is of particular importance.
The law is conceptually changing the system of state control and supervision. The institute of preventive control is being introduced, 20 spheres are excluded, the control functions and the number of information tools related to the reporting are being reduced by 30 percent.
Akim of Zhanaozen A. Dauylbayev reported on socio-economic development and forthcoming plans. Under the Comprehensive Development Plan of the City for 2012-2020, 53 measures out of 116 have been executed. The remaining items of the Plan are being worked on.
The main macroeconomic indicators of Zhanaozen in 2017: the volume of production of industrial products amounted to 156 billion tenge (2016 120.3 billion tenge). The index of physical volume is 117.4 percent. Investments in fixed assets amounted to 30 billion tenge, and compared to the same period last year increased by 39.1 percent (2016 – 21 billion tenge).
In January-May, the volume of industrial production in the region amounted to 3.5 percent (59.9 billion tenge), investment in fixed assets 7 percent (9.2 billion tenge), construction work 6.8 percent (2, 6 billion tons), gross output of agricultural products 5.7 percent (166.9 million tenge), retail trade turnover 4.2 percent (1.9 billion tenge).
Vice Minister of National Economy A. Zhumagulov spoke about the development of entrepreneurship.
As of today, 8,113 SMEs are registered in the city, where about 21,000 people are employed. The share of SMEs in the economically active population is 30%. Since the beginning of the year, 4,424 new jobs have been opened, which is 521 more than last year.
Minister of Education and Science Y. Sagadiyev in his speech touched upon the development of the education sector and the mechanisms for implementing the Five Social Initiatives of the President in terms of increasing the accessibility of education through increasing grants and providing student hostels.
The total need for hostels in the region is 2,600 places, of which at universities 1000, at colleges 1600. To provide students with places, 5 land plots with a total area of 3.56 hectares were allocated.
Vice Minister of Labor and Social Protection of the Population N. Altayev, in his turn, made a presentation on the assessment of the Roadmap for the flow of labor, about the tasks of the region on productive employment, training for the new economy and labor mobility.
Since 2001 the workforce has doubled from 146 to 292 thousand people. The number of employees increased from 131 to 277 thousand people. The share of the self-employed population decreased from 24 to 6 percent. Mangistau region is one of the five labor-surplus regions, from which resettlement to work-deficit areas is carried out. This year the number of resettled people doubled. In addition, it is planned to resettle 2,328 families (9.4 thousand people).
Representatives of the public and business of the city also spoke in the course of the meeting. Chief Physician of the Central City Hospital M. Saryyev, Chair of the City Council of Veterans K. Bekmaganbetov, entrepreneurs K. Zhalymbetov and I. Kaldamanov, Secretary of Zhanaozen City Maslikhat S. Mynbai, Honorary Citizen of Zhanaozen S. Oteuli raised the issues of the development of infrastructure of healthcare and agriculture, expansion of entrepreneurship, and etc.
In addition, in the course of familiarization with the mono-city, the Prime Minister also visited the new City Hospital No. 3 where he got acquainted with technical equipment of the facility, inspected the consultation rooms and talked to patients and medical workers.
Further the working trip will continue in the regional center Aktau.
