Bakytzhan Sagintayev calls on Kyzylorda entrepreneurs to use state support tools more actively


In Kyzylorda region, Prime Minister Bakytzhan Sagintayev and members of the Regional Council of NCE Atameken discussed the support of small and medium-sized businesses in the framework of implementing the tasks of the Presidential Address on developing mass entrepreneurship.

Entrepreneurship development is a priority area in the Government’s activities including financial and legislative support measures. Under the Productive Employment and Mass Entrepreneurship Development Program, microcredits are issued in the amount of up to 17 million tenge with a final rate of no more than 6%.

At the same time, comprehensive work is carried out to deregulate the business environment, the number of permits has been reduced more than 3 times, an audit of state control and supervisory functions has been carried out, the number of tax inspections will be reduced 40%.

The Government took into account the proposals of the business on improving mechanisms of public-private partnership and simplifying legislative regulation in the construction of healthcare and education facilities. Along with this, obsolete norms and rules are abolished, and the number of permits is reduced.

To improve the sphere of procurement and simplify access of business to quasi-public sector procurement, projects will be implemented of an electronic platform, a category and prequalification system, industrial certification.

The AIC Development State Program is being implemented with the aim of supporting entrepreneurship in agriculture. It provides for financial instruments, creation of conditions for effective use of land resources, increased provision of agricultural machinery, development of trade and logistics infrastructure and scientific and technological support of the agro-industrial complex.

The Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev called on business participants, including in the agrarian sphere, to effectively use the offered state support instruments and produce high-quality competitive products to saturate domestic demand and for export.

Bakytzhan Sagintayev dwelled on increasing the share of local content and reducing the state’s presence in the economy, in particular, by simplifying the privatization procedures. Participation in privatization will allow the business to occupy new niches.

To discuss issues in the regional business, Bakytzhan Sagintayev called on entrepreneurs to engage in dialogue and joint work. Chairman of the Board of Atameken A. Myrzakhmetov spoke about the development of small and medium business. Representatives of the region’s business community, including Chairman of the regional council of the NCE Atameken A. Makhambetov, A. Abdrazakova, S. Imandosov, N. Yermanov raised the issues of guaranteeing microcredits and, in general, lending through KazAgro, tax exemptions for the service industry under the “Business Roadmap 2020” program. In addition, entrepreneurs were interested in the possibility of transferring to trust management of specialized secondary educational institutions.

The Akim of Kyzylorda region K. Kusherbayev, Minister of Finance B. Sultanov, First Deputy Minister of Agriculture K. Aituganov, Deputy Minister of National Economy S. Zhumangarin commented on the voiced issues.

In addition, Prime Minister Bakytzhan Sagintayev discussed on the phone with Minister of Education and Science Y. Sagadiyev the raised issue of transferring colleges to trust management of the region’s small business association.
