B.Sultanov: Every tenge of “Nurly Zhol” State program to be under control

At the meeting of the Government of the Republic of Kazakhstan Minister of Finance Bakhyt Sultanov reported on disbursement throughout implementation of Nurly Zhol State Infrastructure Development Program for 2015-2019.

According to the Minister, the disbursement is being undergone in accordance with a new schedule that was accelerated upon instructions of the last meeting of the Government of Kazakhstan held in August this year.

In general, 52 billion tenge was relocated from the end of the year to the coming months (August � September). Thus, the payment schedule was amended, and today it is the most suitable, B.Sultanov noted.

The Minister reports that 330 billion tenge – 66% of the annual plan – has been already expended, while 173 billion tenge (34%) to be disbursed by the end of the year.

Disbursement rate of the local government authorities received transfers is 69% of the annual plan, there is still 72 billion tenge or 31% to be disbursed by the year end, the Minister said.

B. Sultanov assured that each tenge of the Nurly Zhol state program will be under control.

In order to avoid violations, we have been applying a cameral control of public procurement. It could definitely slow down the disbursement at the outset. However, the experience has shown that such control does not cause a delay, the Minister added.

He said that in total the notifications amounted to 33 billion tenge, therefore administrators of local budget programs agreed and brought into compliance competitions for 24 billion tenge.

Thus, state authorities have themselves acknowledged the revealed violations, B. Sultanov said.
