B. Sagintayev discusses opportunities and sources of region’s social and economic growth with activists and businesspersons of SKR
During the meeting, the work of the region’s activists to create the necessary conditions for ensuring high-quality and sustainable economic growth in the face of a new global reality was considered. In particular, in such areas as agribusiness, attraction of investments, development of basic sectors of the economy, mass entrepreneurship, industrialization, technological modernization and implementation of elements of Industry 4.0, digitalization, creation of new jobs.
Prime Minister Bakytzhan Sagintayev noted that the Project Management Department was introduced last year to implement the tasks set by the Head of State to form a new growth model. A portfolio of projects has been formed for all the most important areas of economic development. For each project, target indicators and responsible persons have been named, detailed plans for implementing projects have been developed, indicating specific results and timelines.
The report on the implementation of the task set by the Head of State in the Address “Third Modernization of Kazakhstan: Global Competitiveness” aimed at creating a new model of economic growth was made by akim of the South Kazakhstan region, Zhanseiit Tuimebayev.
Ministers of National Economy, T. Suleimenov, for Investments and Development, Zh. Kassymbek, Labor and Social Protection of the Population, M. Abylkassymova, Information and Communications, D. Abayev, as well as First Vice Minister of Agriculture, A. Yevniev, and Chairman of the Board of the Atameken National Chamber of Entrepreneurs, A. Myrzakhmetov, commented on the sources and economic opportunities of the region, as well as the work plans of the South Kazakhstan region in their areas. The akims of the regions and regional entrepreneurs also took part in the discussion.Summarizing the meeting, the Prime Minister Bakytzhan Sagintayev noted that the development of entrepreneurship is one of the main priorities of the Government in creating a new model of the country’s economic growth. To date, systemic measures are being taken to improve the business climate and stimulate business activity of SMEs. The impetus for the development of mass entrepreneurship will be enhanced by microcredit expansion within the framework of the President’s Five Social Initiatives.
In this regard, the need for coherent joint work of government agencies with the business community was noted. Within the framework of the project management, an opportunity has been created for businesses to promptly communicate their proposals to state bodies. For reference: the Government has approved a single Roadmap, which includes specific activities and deadlines for their implementation. Last year, the Government, together with local executive bodies, examined 552 problematic business issues. Most of the issues were removed as part of the work to develop a new Tax and Customs Codes, as well as a bill on improving the regulation of business activities, state programs to support business. Today, for the remaining 45 issues, state bodies have approved a corresponding plan of measures for their implementation and resolution.
