B. Sagintayev discusses development of digitalization, modernization and SME with activists and business of Mangistau region

At the meeting, issues of technological modernization, digitalization, further diversification of the economy, training of personnel and development of business in the region were discussed.

The Prime Minister outlined the region’s potential in the light of the implementation of the President’s Five Social Initiatives. Bakytzhan Sagintayev explained the opportunities for purchasing housing under favorable conditions within the framework of the 7-20-25 Program, developing business through microcredits, and obtaining affordable high-quality education that meets modern requirements.

Akim of Mangistau region Y. Tugzhanov reported on the socio-economic development in the context of the implementation of the Head of State’s instructions, including the fourth industrial revolution, technological modernization, digitalization, further diversification of the economy, training and retraining of personnel, management of labor resources, as well as improvement of competition and competitive business in the region.

At the end of 2017, the region achieved a positive development dynamics. The volume of industrial production increased from 96.9% to 100.1%. For five months of this year, this indicator reached 100.5%.

In 2018 it is planned to put 35 new industrial projects into operation, which will create 5,693 new jobs. Among the largest projects, the region’s akim named a knitting factory, a gas-steam installation, a seawater desalination plant in the village of Kuryk with a capacity of 50,000 cubic meters of water per day, and a complex for preparing oil and gas from the Emir Oil company.

As part of the implementation of the President’s Five Social Initiatives, 916,000 square meters of housing will be commissioned in 2018. Providing an annual increase in the delivery of housing by 10%, the figure will be 30 square meters per each citizen of the region by 2025.

The amount of loan of 25 million tenge was set for each resident of the region under the 7-20-25 Program. To provide students with housing, six dormitories for 2600 places will be built on the basis of public-private partnership. The land have already been allocated.

Representatives of the largest enterprises of the region shared their experience in technological modernization and digitization: Director General of JSC Mangistaumunaigas B. Imanbaev, Vice President of JSC Karazhanbasmunai N. Abdrakhmanov, General Director of LLC MAEK-Kazatomprom K. Abdrassilov.

Continuing the theme of digitalization, Deputy Prime Minister A. Zhumagaliyev told about the measures taken in this direction. The Government adopted the Digital Kazakhstan State Program, within the framework of which the readiness of enterprises to introduce elements of Industry 4.0 was assessed and systemic barriers were identified. In addition, work is underway to implement specific projects to digitize the backbone enterprises.

In total by 2025, it is planned to implement 14 projects for 146 billion tenge. The economic effect from their realization is expected at the level of 280 billion tenge until 2025.

Zhumagaliyev also said that thanks to digitalization all licenses and permits will be made in electronic format, and there will be no need to provide citizens with about 40 million certificates. Thus, the employees of state bodies will have the necessary information displayed automatically.

Special attention was paid to the new law on entrepreneurship. Director of LLC Caspian LPG, D. Klinchev, director of LLC Salyut and K, H. Izmailov, and director of LLP Unitrade, B. Iskakov supported the new deregulation measures.

The law excludes 20 spheres of control and reduces control functions by 30 percent. As a result, the control and supervision burden on business will significantly decrease. Also, the number of information tools is reduced by 30 percent, related to the delivery of various types of reports. Another innovation under the law concerns the reform of compulsory services provided by natural monopoly entities. Now they will be obliged to post information about free and available capacities, as well as the scheme of engineering communications on their internet resource quarterly.

Chairman of the Board of Atameken NCE A.Myrzakhmetov also spoke about the current situation and prospects for SME development in the region.

In the course of the meeting, veteran B.Turarbekov made a speech on his own initiative and drew attention to the development of the healthcare system in Mangistau region.

Summarizing the meeting, Prime Minister Bakytzhan Sagintayev noted the importance of voiced proposals and opinions on topical issues. All proposals aimed at supporting entrepreneurship are under special control of the Government and will be resolved jointly with the business community.
