Astana held training seminar on implementation of “Rukhani Zhangyru” program


For the first time the participants will work on the implementation of project management within the framework of the program of the President of Kazakhstan “Rukhani Zhangyru”. The representatives of Astana and all regions of Kazakhstan take part in the event. The total number of participants is 150 people.

According to director of the Management Institute of the Academy of State Administration under the President of Kazakhstan Yerlan Abil, the regions and centers will work not in a hierarchical organizational structure but in command groups.

“Within five days we will train civil servants and employees of non-governmental organizations in project management. The main goal is the implementation of the “Rukhani Zhangyru” program on the modernization of the public consciousness program within the framework of the article of the President of Kazakhstan. There are many advantages. Firstly, it is fast and easy communication, uniformity, language of communication, new technologies in making managerial decisions. Through project management we want to show how effective this tool can be used in public administration. A total of 150 people will be trained and they will be divided into 6 subgroups, 25 people in each subgroup”, Ye. Abil specified.

We will add that the participants will work in the implementation of 4 subprograms: education “Tarbiye Zhane Bilim”, culture “Rukhani Kazyna”, small homeland “Atameken”, information block “Akparat Tolkyny”.

According to the head of the Management Institute, in each subgroup there will be representatives of central state and local executive bodies, as well as people who work with non-governmental organizations or public associations.

Also, the speaker told about what the participants of the training will do until Friday. It should be noted that among the participants there are also Vice Ministers, deputy Governors, chiefs but they will work in accordance with the rules of the seminar.

“Everyone will work separately in small project groups. Each group will do one project within a week. At the end, on the fifth day of the training, we assume that there will be protection of the projects. Those project teams that will show good work will be awarded with prize places. The main goal of the training is to create a new culture that will help to implement the provisions that the Head of State noted in his article faster and more qualitatively”, the director of the Institute said.

Yerlan Abil will be a head of the “Atameken” subgroup.

“All regions are represented here. In my subgroup, for example, representatives from 6 regions will work. My subgroup will work on the “Atameken” program and we think that we will show a good result”, he concluded.
