Akmola region simplifies customs procedur
The Department of state revenues of Akmola region held a video conference on the implementation of ASTANA-1 information system. The “Astana-1” project is implemented in accordance with the agreement between the State Revenue Committee of the Ministry of Finance of Kazakhstan and the United Nations Conference on Trade and Development (UNCTAD).
The objectives of the project are the optimization of the customs policy and procedures in accordance with WTO rules, international standards and best practices, the introduction of the electronic declaration, reducing the number of documents for export and import and the time of their processing systems, the introduction of advanced methods of risk management and post-audit. The Address of the President of Kazakhstan “The Third Modernization of Kazakhstan: global competitiveness” noted that the support for innovation and their rapid introduction is important.
The Ministry informed that the information system “ASTANA-1” brings together five existing customs systems and integrates with the systems of the competent authorities, which will allow to submit the declarations of goods in electronic form without paper submission of documents.
Submission of declarations of goods in electronic form is not accompanied by the provision of documents confirming the information stated therein. At the same time a substantial proportion of the goods after checking with the risk management system, and in the case of not detecting risks will be produced automatically, without the participation of an official.
By the way, the full implementation of the information system “ASTANA-1” is planned from 1 July 2017.
