According to the speaker, the Ministry of National Economy, on an annual basis, monitors or assesses the implementation of state and government programs. 2017 is the second year of the implementation of the Densaulyq State Healthcare Development Program for 2016-2019, therefore this year the implementation of the Program is monitored.

In total, the Program provides for 3 target indicators, 36 outcome indicators, 123 measures, including 47 with a deadline in 2017. Intermediate values were achieved for all indicators in 2017.

In general, the preliminary monitoring of the implementation of the Program has shown its effectiveness, as evidenced by the improvement of the basic medical and demographic indicators. Under the plan for 2017 to increase the life expectancy of the population to 72.2 years, in fact, 72.41 years have been achieved. According to the population health index, under the plan for 2017 of 18%, 25.2% was reached. The level of population satisfaction with the quality of medical services was 46.0%, which is 4 points higher than the planned figure. According to the operative data, in January-December 2017, investments in fixed assets in healthcare increased 1.4 times from 61 billion tenge in 2016 up to 91 billion tenge. The share of healthcare in the GDP structure remained at the level of the previous year and amounted to 1.9%.

At the same time, the Minister of National Economy singled out a number of points, which must be paid attention first. Thus, the issue of reducing maternal and infant mortality remains topical.

The standards of treatment and rehabilitation of cancers require improvement. In connection with the CSHI implementation, the issues of the insufficiency of the information and communication infrastructure in healthcare, as well as the computer literacy of medical workers, remain urgent.

The problems of rural health care, such as the underdeveloped infrastructure and material base, the lack of medical workers and staff turnover, as well as the untimely provision of medicines due to geographical remoteness, have not been fully addressed.

“In this regard, the Program should provide for additional measures aimed at improving the medical and demographic situation and the health status of the population,” T. Suleimenov summed up.

In the course of the discussion, akims of the regions: North Kazakhstan K. Aksakalov, Mangistau E. Tugzhanov, Pavlodar B. Bakauov, deputy akim of the East Kazakhstan region, Sh. Baibekov, akim of Astana, A. Issekeshev made reports.

Summing up, the Prime Minister Bakytzhan Sagintayev noted that the tasks set by the program over the past year have been achieved, and the basic indicators of public health have been improved. The Head of State in his Address set a number of specific tasks to improve the health of the population, the implementation of which the Government needs to ensure this year.

On a special priority, the Ministry of Healthcare should have a thorough preparation for the implementation of the mandatory social health insurance system.

Another important issue is the drug supply.

As noted by B. Sagintayev, the Head of State instructed to increase the availability and effectiveness of medical assistance through the introduction of e-health. This issue will be the subject of a separate consideration at a meeting of the Government in April this year.
