Abayev: Kazakhstanis rarely comment of the draft laws online
Kazakhstanis rarely comment on draft laws and other regulatory legal acts published online, Minister of Information and Communication Dauren Abayev informed today.
The Ministry conducts extensive work on technical maintenance and operation of Open Government internet portals. To date, over 4,000 draft regulatory legal acts, including draft laws and public services standards, are posted on Open RLA portal. They have received over 120 comments, Dauren Abayev said at retreat session of the Committee on International Relations, Defense and Security of the Mazhilis of the Parliament in Astana.
We understand that 4,500 RLA and 120 comments are quite a little number. Even our draft law on amendments, which we are introducing on the issues of information and communication, with the hype it causes among the journalists and public has received just 9 comments, the Minister added. The Minister promised to work the situation out. We will clarify this situation. Maybe the procedure is somewhat complicated, maybe something needs to be simplified, head of the Ministry of Information and Communication said.
We attribute the low commenting to insufficient level of explanatory work carried out among the population. Weadmitit. This gap will be eliminated, Abayev added. The Minister informed on launching the Evaluation of State Bodies Effectiveness portal within the Open Government project, which will provide information on results of assessing the state bodies effectiveness, reports on achieving target indicators of strategic plans and territorial development programs. We also plan to hold a public discussion of state bodies activities, Abayev informed.
The Minister also reminded that since January 1, 2017 into force comes a requirement of the law On Compulsory live broadcasting the open meetings and collegiums of state bodies. As you know, the Governments meetings are being already broadcast on the Internet. We are carrying out the explanatory work and collecting information on the readiness of other state bodies. The results of this work will be presented at a meeting of the commission on access to information, Abayev said.
According to the Minister, budget programs administrators have posted on the Open Budgets portal 3,867 draft budget programs over the 9 months of 2016, 365 drafts are now undergoing public debates. The portal also provides 1,666 fiscal, consolidated and financial reports. In addition, Open Data portal comprises 2,400 sets of data; 21 mobile applications and service are designed and placed for download, the Minister informed.
