A conference dedicated to the 25th anniversary of Kazakhstan’s maslikhats was held in the capital


A republican conference was held in the city of Nur-Sultan, dedicated to the 25th anniversary of the formation of maslikhats of the Republic of Kazakhstan.

The event was attended by deputies of the Parliament, regional maslikhats and members of the Government.

The conference was opened by the Chairman of the Senate of the Parliament, Dariga Nazarbayeva, who urged colleagues to take concrete steps to develop local authorities as a real mechanism for citizen participation in the process of state decision-making and control over their implementation.

Recalling recent meetings in the Senate on the problems of water and water conservation, on the collection and recycling of household and industrial waste, D. Nazarbayeva emphasized the need for deputy control over the targeted and efficient use of local budget funds to solve environmental problems. Local executive bodies complain about the lack of funds for environmental protection in the budget. At the same time, all payments for the emission of environmental pollution fall into local budgets, but are sent for other purposes. Maslikhats of all levels need to take control of the targeted and effective use of local budget funds for environmental protection measures, she added.

Also in her speech, the head of the chamber emphasized that the activities of maslikhats should be as public as possible. Highlighting the capabilities of modern communication technologies, D. Nazarbayeva spoke about the creation of a single Maslikhat web portal as a platform for dialogue between colleagues, in which all deputies of the upper house and local representative bodies of all levels are registered.

Senator Toleubek Mukashev spoke on behalf of the deputies of the maslikhats of Kazakhstan. He spoke about the role of maslikhats in the socio-economic development of society and its democratization, and also called on colleagues to be more demanding of themselves and work.

The secretaries of the regional maslikhats also made presentations. The secretary of the Almaty regional maslikhat Sultan Dyusembinov noted that the essence and nature of the issues considered by the deputies of the maslikhats, varies significantly depending on the level of socio-economic development of the region.

In turn, the secretary of the North Kazakhstan regional maslikhat, Vladimir Bubenko, said that deputies, having elected to representative bodies of power, understand that they have been delegated the right to make difficult decisions and they are responsible for their implementation in the interests of fellow countrymen.

Currently, there are 3335 deputies in the Republic of Kazakhstan in 216 maslikhats of the country, including 17 regional, 36 city and 163 district maslikhats.

At the end of the conference, a solemn ceremony of rewarding deputies with diplomas of the Senate of the Parliament of the Republic of Kazakhstan, letters of thanks of the Prime Minister of the Republic of Kazakhstan in honor of the 25th anniversary of the Maslikhats of the Republic of Kazakhstan took place. On behalf of the Assembly of the People of Kazakhstan, distinguished deputies on behalf of the Assembly of the People of Kazakhstan were awarded the Birlik gold medals and the jubilee medals Kazakhstan Myslikhattaryn 25 Zhyl for the contribution and development of local authorities. Also, by the decision of the Bureau of the Public Association Association of Deputies of Maslikhats of Kazakhstan, a large group of deputies were awarded the title Kazakhstan Myslikhattaryn ?rmettti deputies.
