19 THOUSAND FOREIGN WORKERS OPERATE IN KAZAKHSTAN

As of February 1, 2020, 19 137 foreign citizens are engaged in labour activities on the basis of permits from local executive bodies in Kazakhstan, Strategy2050.kz with reference to the ministry of labour and social protection of population of Kazakhstan reports.

They include workers of first category (managers and their deputies) 753 people (4%), second category (heads of departments) 4 364 (23%), third category (specialists) 9 613 (50%), fourth category (skilled workers) 1 749 (9%), as well as 926 (5%) are engaged in seasonal work, and 1 732 people (9%) in the corporate transfer.

The number of employers who attracted foreign labour is 2 021, who also hires 479 342 Kazakh citizens, making up 96% of the total number of employees.

Most foreigners work in the construction industry 8 582 people (45%), while 2 248 (12%) work in the mining industry, 1 586 (8%) in the manufacturing industry, 1 397 foreigners (7%) engage in professional, scientific and technical activities.

5 266 of the foreign workers are Chinese (28%), 1 935 Turkish (10%), 1 896 Indian (10%), 1 434 British (8%), and 965 Uzbek (5%).

Of note is that in order to protect the domestic labour market, the Kazakh government annually sets a quota for attracting foreign specialists. This year it is 0.32% of the labour force, or 29.3 thousand persons
