The republican headquarters for assisting election commissions in the conduct of parliamentary elections held a visiting session in Batken region, the press service of the CEC of the Kyrgyz Republic reported.

The meeting was chaired by the head of the headquarters, secretary of the Security Council of the Kyrgyz Republic M. Imankulov and co-chairman of the headquarters, head of the CEC of the Kyrgyz Republic N. Shildabekova. The meeting was attended by U. Zhylkybaev, a member of the CEC of the Kyrgyz Republic, the leadership of the Batken region, heads of regional state administrations, local authorities, representatives of the prosecutor’s office and law enforcement agencies, as well as chairmen of the district election commissions of the Batken region.

305,053 voters are registered in Batken region. Based on this number of voters, 3 single-mandate constituencies were formed in the region: Leilek district No. 1 (includes Leilek district, the cities of Sulukta and Isfana), Batken district No. 2 (includes the city of Batken, Batken district and Khalmion, Sovetsky, Kyrgyz-Kyshtak, aimags of the Kadamjai region are fully included, the boundaries of polling stations No. 8145, 8146, 8172, 8202 of the Alginsky ayil aimag of the Kadamjai region are fully included), the Kadamjai district No. , Markaz, Orozbekovskiy, Kotormoskiy ayil aimags of the Kadamjai region completely, the boundaries of the polling station No. 8147 of the Alga ayil aimag of the Kadamjai region are included in full).

218 polling stations are open for voting, 2,637 members of election commissions provide training.

Leilek constituency # 1 includes 9 aiyl aimaks of the Leilek region and the cities of Sulukta and Isfana. The total number of voters is 90,075 citizens. The total number of polling stations is 66, of which 53 are located in 9 ayil aimags and the city of Isfana, Leilek district, and 13 in the city of Sulukta.

Batken constituency # 2 includes 9 aiyl aimaks of Batken region, Batken city and 4 ayil aimags and the borders of polling stations # 8145, 8146, 8172, 8202 of Alga ayil aimag of Kadamjai region. The total number of voters is 102,010 citizens. The total number of polling stations is 80, of which 46 are located in 9 aiyl aimags of the Batken region, 10 in the city of Batken and 24 in 4 aiyl aimags of the Kadamjai region.

Kadamjai constituency No. 3 includes 8 aiyl aimaks of the Kadamjai region, Kyzyl-Kyya, Kadamjai, Aidarken and the boundaries of the polling station no. 8147 of the Alga aiyl aimak of the Kadamjai region. The total number of voters is 112,968 citizens. The total number of polling stations is 72 polling stations, of which 50 are located in 8 ayil aimags and in Kadamzhai and Aidarken of the Kadamzhai region and 22 – in the city of Kyzyl-Kyya.

M. Imankulov set tasks for representatives of state bodies and LSG bodies of Batken region to assist the work of election commissions in preparation for the elections, including issues of material and technical equipment of polling stations, providing uninterrupted light, communications, Internet connections, heating in cold weather, taking disinfection measures premises and other organizational measures. Along with all possible assistance in the organization of elections, the governing bodies should not allow interference in the activities of the commissions. The secretary of the Security Council outlined the prevention and adoption of effective measures against the illegal use of administrative resources in the interests of parties and candidates and bribery of votes as an important priority task for law enforcement agencies.

Co-chairman of the headquarters N. Shaldabekova informed about the peculiarities of the procedure for electing deputies of the Jogorku Kenesh. The main criteria for assessing democratic elections is to ensure the completeness of the exercise of the electoral rights of voters and candidates. On the part of election commissions, state bodies and LSG bodies, all measures should be taken to create conditions for free expression of the will of voters and equal legal conditions for candidates and parties to conduct an election campaign.

It was noted that the electoral process has its own terms – three months, all state bodies and LSGs, performing tasks within their competence, should take into account the specifics of the electoral process:

– stages of elections (at each stage, their main tasks), short terms of the electoral process require timely measures,

– the political nature of the election process requires absolute impartiality and equal treatment of all subjects participating in political competition,

– the multi-personality nature of elections: voters, candidates, agitators, observers, the media, etc. requires understanding and taking into account the status and rights of each subject.

“From the day the elections are called, two main stages of elections have already been implemented – the formation of voter lists and the nomination and registration of candidates, lists of candidates. Voters can check themselves in the list on the state portal Tizme https://tizme.gov.kg/home.xhtml, in case of absence or detection of an inaccuracy, you can call the short numbers 1255 and 199, or send an SMS indicating the PIN of your passport free of charge to the number 119. In the electoral process, we take into account both the active right of a citizen to be elected and the passive right to be a voter, ”N. Shildabekova clarified.

Representatives of local authorities were tasked with facilitating the clarification of voter lists and informing citizens, fulfilling the requirements of laws on the allocation of sites convenient for acquaintance with citizens for posting information and campaign materials, posters about candidates, etc. Information is an important basis for freedom of elections. At the same time, it is indicated that space for campaign materials and premises for meetings with voters should be provided to all candidates on equal terms.

The heads of local self-government bodies were instructed to carefully work out the provision of electoral rights for persons with disabilities. There are lots in the area that need to be made accessible by installing ramps. It was noted that it is necessary to intensify the action of civil solidarity, which has now become permanent, to promote the participation in elections of persons with disabilities “Capture your neighbor”. The technical supervision authorities have been tasked to ensure that the existing ramps comply with established standards, and the prosecutor’s office is tasked with overseeing the accessibility of sites for persons with disabilities.

Considering that the inclusiveness of elections is an important criterion for the preparation of elections, it was instructed to ensure the updating of the list of certain categories of voters – in social hospitals, military and border units, temporary detention centers, pre-trial detention centers, etc. passing biometric registration, documenting passports.

Clarifications were given on the activities and interaction with the operational response coordination groups, which were formed in each district from among the chairmen of district election commissions, representatives of the prosecutor’s office and law enforcement agencies.

Member of the CEC of the Kyrgyz Republic U. Zhylkybaev noted the importance of holding fair elections, without bribery and the use of administrative resources.

The leaders of the Republican Headquarters also congratulated the representatives of election commissions working as teachers on the upcoming professional holiday and expressed gratitude for their work in election commissions to teachers, high competence, responsibility and patriotism of which is an important contribution to the preparation and organization of elections.

At the same time, the inadmissibility of involving educators in the process of campaigning in support of candidates, political parties at the elections of deputies of the Jogorku Kenesh of the Kyrgyz Republic was noted.

During the meeting, the heads of state bodies and local self-government bodies were also assigned tasks:

to fulfill the sanitary and epidemiological safety algorithm and requirements to prevent the spread of coronavirus infection:

– to conduct information and advisory work among voters on biometric registration, clarification in the voter lists;

– ensuring law and order and legality, prompt response in cases of use of administrative resources, bribery of voters, as well as other violations of the Law, prompt informing the public about the measures taken for each signal of violations;

– ensuring the security of polling stations and members of election commissions by law enforcement agencies;

– coordination by the regional headquarters of the activities of local bodies on the preparation of elections in the region and other tasks.
