The IX Forum of Machine Builders of Kazakhstan is taking place in the capital on September 22-23. The event is organized with the support of the Government of Kazakhstan and the Ministry of Industry and Infrastructure Development of Kazakhstan and the Union of Machine Builders of Kazakhstan,

The main significance of the forum is the formation of a strategy for the development of not only the engineering industry, but also the country’s manufacturing industry. New mechanisms are being developed to provide machine-building enterprises with available raw materials and to develop local content.

The volume of industry increased by 24%

During the meeting, Deputy Prime Minister Roman Sklyar read a congratulatory message from President Kassym-Zhomart Tokayev to the forum participants.

“Dear participants of the forum! Congratulations on the opening of the IX Forum of Kazakhstan Mechanical Engineers. The forum has become a leading platform for practical dialogue between the state and business, which addresses pressing issues in the domestic engineering industry, “Kassym-Zhomart Tokayev said.

In his speech, the President noted that despite the pandemic, domestic carmakers are among the leaders in economic indicators, noting that the industry grew by 24%. According to him, this significantly contributes to the development of the manufacturing sector. He also noted that in the first 10 years of industrialization, the contribution of the manufacturing industry to the development of the economy exceeded the share of the mining industry.

“Kazakhstani machine builders will be able to cope with the set tasks, expand the range of products, introduce new technological projects. The state has always supported and will continue to support projects in demand in the field of engineering, “the President said.

Increasing industrial exports

He also noted that by 2025 he has set a goal to increase exports of manufacturing to $ 24 billion and labor productivity by 30%. To this end, the state will adopt a law on industrial policy. It will also approve a mechanism to provide domestic industrial enterprises with more affordable raw materials.

“Integration of domestic agro-industrial and industrial policy will be ensured. I am confident that Kazakhstan’s engineering industry will become one of the engines of economic growth, employment and exports, – said the President.

Meiram Pshembayev, Chairman of the Union of Machine Builders of Kazakhstan (UMS), also told about the performance of the engineering industry in 2021.

“The volume of production in the industry for 8 months of this year increased by 24% compared to the same period in 2020 and amounted to 1.4 trillion tenge. According to the results of this year, for the first time we expect more than 2 trillion tenge, ”Meiram Pshembayev said.

In particular, there is a rapid growth in the production of agricultural machinery – by 300%, railways – by 45%, electrical engineering – by 28%, mining and metallurgy and the oil and gas sector, which grew by 11%.

According to him, currently more than 3 thousand enterprises work in this field and employ more than 119 thousand people. In general, over 10 years of industrialization, 135 projects worth 400 billion tenge have been implemented in engineering, and by 2025 – 14 projects worth 160 billion tenge.

“The recommendations developed at the forum will serve to implement the tasks set by President Kassym-Zhomart Tokeyev in this Address. This is the diversification of the national economy. Increasing its investment, production and export potential, ”Meiram Pshembayev concluded.

Roadmap for 2019-2024

At the forum, Vice Minister of Industry and Infrastructure Development Marat Karabayev noted that changes are being made to the program of development of the engineering industry for 2019-2024. According to him, the qualitative development of the country should be based on the concentration of industrial policy in the most efficient and competitive areas of the manufacturing industry.

“In the world practice, mechanical engineering is one of the” technologically complex “industries. Therefore, we must produce more complex and, accordingly, higher value-added goods, “said the Vice Minister of Industry and Infrastructure Development.

According to him, in order to support domestic production of engineering products, the Ministry together with the Union of Machine Builders of Kazakhstan is implementing the Roadmap for the development of mechanical engineering for 2019-2024. In this regard, the road map envisages measures to introduce tax preferences, improve the institutional environment, provide domestic enterprises with raw materials, increase the share of local content in procurement, improve technical regulation, introduce economic incentives.

“Currently, the Roadmap for the development of mechanical engineering for 2019-2024 is being updated, which has developed proposals for additional mechanisms to support and encourage domestic producers,” Marat Karabayev said.

He also noted that in order to support domestic producers, the Ministry has proposed measures to conclude a voluntary agreement to stimulate entrepreneurship. According to him, the agreement will be signed between the authorized body in the field of subsoil use and subsoil users.

“To date, 46 agreements have been signed with 37 subsoil users for the extraction of solid minerals and 112 agreements have been signed with 65 subsoil users for hydrocarbons,” the Vice Minister of Industry and Infrastructure Development said.

It’s worth noting that following the forum, specific business proposals for further development of the engineering industry will be developed. In addition, the I International Specialized Exhibition of Mechanical Engineering and Metalworking “Kazakhstan Machinery Fair 2021” is being held on the site of the EXPO International Exhibition Center as part of the forum.

A plenary session with the participation of representatives of government agencies, foreign companies and domestic machine builders is being held within the forum. In addition, there will be sectional meetings on engineering, automotive and agricultural machinery for the oil and gas, railway, electrical, mining and metallurgical industries. Particular attention will be paid to the creation and development of basic industries to increase the competitiveness of the engineering industry, as well as the regulation and development of local content in the procurement of solid minerals and hydrocarbons by subsoil users.
