Representatives of the media and the blogging community of Karakol got acquainted with the peculiarities of the elections of deputies of the Jogorku Kenesh, which are scheduled for November 28, 2021, the press service of the CEC of the Kyrgyz Republic reports.

Training on important aspects of the work of journalists during elections, the main stages of organizing and holding elections in the JK of the Kyrgyz Republic, the peculiarities of informing citizens about the course of the electoral process and the rules of pre-election campaigning was organized by the Central Commission for Elections and Referenda of the Kyrgyz Republic in cooperation with the Representation of the International Foundation for Electoral Systems (IFES) supported by USAID.

The Chairperson of the CEC of the Kyrgyz Republic N. Shaldabekova informed the participants about the new mixed electoral system, changes in electoral legislation, electronic and information resources of the CEC of the Kyrgyz Republic, which ensure the reliability and transparency of the electoral process and can be used by the media and bloggers to cover and monitor elections.

They talked about the information portal “Electronic Candidate” http://talapker.shailoo.gov.kg/, which the Central Election Commission developed to simplify the procedure for submitting a package of documents by candidates and political parties to election commissions for registration in electronic format. “Electronic candidate” simplifies the procedure for submitting a package of documents by candidates and political parties to election commissions, as well as acquaints voters with information about candidates and political parties. An important point of the new resource is the publication of financial statements of parties and candidates, indicating the source of funding and all items of expenditure.

The portal automatically interacts with the information systems of other state bodies to clarify information about candidates and political parties in accordance with the requirements of the electoral legislation, provides control and monitoring at all levels of the election campaign.

Media expert Avlanbek Dzhumabaev focused on the tasks of the media during the upcoming elections.

“The voting system has changed, if earlier we voted only on the party list, now we have single-mandate candidates. Voting on the party list is open, we will elect both the party and the candidate. All this is reflected in the conduct of information and explanatory work. In a short time, we must explain to voters how this is done. The active link in this regard is the media. In our country, where freedom of speech is highly valued, there are also social networks, so we started working with bloggers too, ”he said.

Trainers Semetey Amanbekov, member of the CEC Working Group on Information and Campaigning, Head of the Independent Union of Journalists of Kyrgyzstan, and Asel Sooronbaeva taught those present in the tools of fact-checking, monitoring information during the election process, highlighting disinformation and fakes. They spoke about the role of the media in stabilizing the electoral and post-electoral situation while refusing to use hate speech.
