3354 crimes were committed in the country in a week
During the briefing, the official representative of the Ministry of Internal Affairs of Kazakhstan Nurdilda Oraz spoke about the criminogenic situation that took place during the week. According to him, 3454 crimes were committed in Kazakhstan during the week, 2273 of which were solved within 24 hours.
“Police have uncovered 11 murders, 10 intentional grievous bodily harm resulting in 10 deaths, 1 robbery, 35 robberies and 536 thefts,” he said.
The Ministry of Internal Affairs has simplified the procedure for obtaining Kazakhstani citizenship
From January 1 this year, it was legally introduced for citizens to simultaneously apply for a permanent residence permit in Kazakhstan and citizenship of Kazakhstan.
According to Nurdilda Oraz, a single algorithm is being introduced for all government agencies involved in this process, from the issuance of birth certificates to the naturalization of compatriots.
As a result of:
– they will apply to each government agency not once, but only once – to the Citizen Service Center;
– The list of documents has also been halved;
– The period of passing all stages is 90 days. The materials will be considered by all government agencies at the same time, instead of the current queue.
Nurdilda Oraz also noted that the Minister of Internal Affairs often receives letters of thanks from citizens to the police.

Control of synthetic drugs
In his Address to the People of Kazakhstan, President Kassym-Zhomart Tokayev paid special attention to ensuring stability in the country, peace and security of citizens, their rights and legitimate interests, and gave a number of specific instructions to the Ministry of Internal Affairs. Among other issues, the President highlighted the threat to the well-being of future generations due to the spread of drugs, including synthetic drugs.
“In this regard, the Interior Ministry is actively working to combat drug crime. Thus, the mechanism of control over synthetic drugs has been simplified, and the responsibility for their advertising and distribution on the Internet has been strengthened, ”Nurdilda Oraz said.
According to him, mechanisms have been introduced to prohibit money transfers among anonymous users of e-wallets.
Work on combating drug crime and drug addiction
Bakytzhan Amirkhanov, the head of the Department for Combating Drug Crimes of the Ministry of Internal Affairs, told about the measures taken in the fight against drug crime and drug addiction.
According to him, this year law enforcement officers have detected about 5,300 drug crimes. Of these, 1661 crimes, of which 991 were the sale of large quantities of drugs and 270 were storage.
“Also, 12.5 tons of various drugs were seized. Among them are more than 4 kg of heroin, 129 kg of synthetics, 371 kg of hashish and 8.7 tons of marijuana, ”Bakytzhan Amirkhanov said.
For example, on August 24, a 49-year-old resident of Baizak district, Zhambyl region, was detained in the pre-sand area of Shu district while collecting cannabis. The total weight of the plant was 928 kilograms. In addition, 7 organized criminal groups were suspended.
“13 criminal cases have been filed against their leaders and members. 7 leaders and 34 members of criminal groups will be prosecuted. 81 cases of drug smuggling have been revealed, ”Bakytzhan Amirkhanov said.
He noted that an organized criminal group, its leader and 7 defendants were detained in Karaganda region. According to him, since August 2020, he has been selling contactless synthetic drugs through Internet resources. During their detention from January to March 2021, synthetic drugs with a total weight of 11 kg were seized. In addition, criminal proceedings were instituted against the criminal group under Articles 297, 262, Part 1 and Part 2 of the Criminal Code of the Republic of Kazakhstan.

According to Bakytzhan Amirkhanov, a 37-year-old man was detained on August 7 during search operations. During a personal search 2 kg of hashish was seized from him. During the search with the help of a search dog, 2 plastic bags with “hashish” weighing more than 34 kg were found in an equipped hiding place in Kosshy, the place of residence of the detainee.
“The detainee tried to sell the seized drugs in the capital. As a result, more than 36 kg of “hashish” was seized, which is more than 73 thousand single doses for the use of “harmful alcohol”, – said Bakytzhan Amirkhanov.
According to him, the availability of modern Internet resources reflects the sale of drugs without the use of classical methods (hand-to-hand).
“This is one of the most common ways to sell drugs today. because it is not safe for sellers. At the same time, law enforcement agencies are taking countermeasures to stop them, “he said.
According to him, from 2020, changes will be made to the criminal law to strengthen the responsibility for drug trafficking using electronic information resources.
“In the first eight months of this year, 127 pre-trial cases were registered, 58 of which were for advertising and 69 for the Internet. 810 drug distribution sites have been blocked. 129 kg (81 kg) of synthetic drugs have been seized since the beginning of this year. 11 drug laboratories have been liquidated, ”Bakytzhan Amirkhanov said.
For example, in July in Aktobe region, another laboratory organized by a 28-year-old drug dealer was destroyed. The detained resident of Martok district was involved in the illegal manufacture of large quantities of drugs, psychotropic substances and their analogues. During the search, a plastic bag with a psychotropic substance weighing more than 47 grams was seized from his house. According to the results of the examination, it was determined that this substance (mephedrone) is an analogue of the psychotropic substance (ephedrone).
“During the search, about 10 kg of psychotropic substances, electronic scales, canisters, flasks and others were seized. The total weight of the powder exceeded 67 kilograms, “Bakhytzhan Amirkhanov said.
Measures to prevent drug crime and drug addiction
The prevention system is based on the development of psychological dominance in children and adolescents for a healthy lifestyle, sports, family values and the creation of a successful future. Therefore, since the beginning of this year, 2,750 different preventive measures have been carried out within the regional development programs.
According to him, a marathon-relay “Yes to sports, no to drugs” was held in Pavlodar on the occasion of the Constitution Day.

As part of the implementation of the President’s instructions, a video lecture was prepared for parents and teachers at the beginning of the new school year, “Bakytzhan Amirkhanov said.
Results of operative-preventive action “Darmek”
He spoke about the results of the operational and preventive measures “Darmek” to identify violations in the legal circulation of drugs, psychotropic substances and precursors. According to him, the next stage of the operation was held on September 6-12.
“During 6 days, the police inspected 865 entities, including 599 pharmacies, 24 warehouses, 205 medical institutions. There are also 37 industrial enterprises. As a result, the turnover of 1.2 tons of precursors is limited, “Bakytzhan Amirkhanov said.
According to him, given the prevalence of “pharmacy” drug abuse, during the operation “Darmek” police are aimed at identifying the release of over-the-counter drugs that can be used to obtain drug-like and addictive intoxication. During the operative preventive measures 18 criminal offenses were revealed. Among them were 17 violations of the rules of drug dealing, 1 illegal medical and pharmaceutical activity and illegal issuance or forgery of prescriptions.
