In the second session of the meeting, entitled “Media Development Strategy”, Vice Minister of Information and Social Development Kemelbek Oishibayev noted the changes in the development strategy of the media in the country and shared the measures taken in this regard. The Vice Minister noted that in determining the strategy for the development of the media in Kazakhstan, he analyzes global processes in the field, analyzes changes in the world and changes in this regard. According to him, due to the development of technology and the global pandemic in recent years, the media strategy has changed.

“First, we see that the rapid development of information technology is changing not only the nature of the tastes of the audience, but also the basis of the industry. If before the media was a monopoly and information was distributed unilaterally, now, with the development of the Internet and social networks, the media has changed. And now it has changed the function of the media and turned it into mass communication. Now the activity of the mass media, first of all, is not the same as before, ”Kemelbek Oishibayev said.

Thus, he noted that now everyone spreads information through social networks. According to him, an important component for the media is to clarify the details of the information, to clarify the essence of what is happening with the participation of experts and, if necessary, to refute it.

Measures to combat fake information

In addition, the Vice Minister reminded that the pandemic has accelerated the need to reconsider the strategy and new methods of communication with the population. He noted that the pandemic was a misinterpretation of many interpretations, but also contributed to the spread of fake information. According to him, this has become a difficult issue for many countries, especially for Kazakhstan.

“Our task was to fight the fear of society. We had to change our attitude. There were a lot of fakes in the past, and they were prevented, ”he added.

In this regard, according to him, it was necessary to create a special resource Stopfake.kz. He noted that the project works on the principle of “media for the media”, and the daily materials of the site are published in major publications.

“Since the beginning of the pandemic, more than 1,800 false information about the coronavirus, the pandemic, vaccinations and Kazakhstan as a whole have been refuted. As a result, quarantine restrictions, misinterpretations of the dangers of the vaccine, and so on. The spread of viral messages has been stopped, “he said.

How the domestic media is developing

In addition, Kemelbek Oishibayev said that by changing the development strategy of the Kazakh media, work is being done on both practical measures to change the state media and improve legislative incentives. According to him, the work of state media on the Internet, social networks, video hosting and messengers is actively growing.

State TV corporations “Kazakhstan” and “Khabar” are actively working to adapt projects to the Internet audience. Various Internet-only projects, podcasts and interviews are being published. It should be noted that there is progress. For example, Khabar’s YouTube channel has 6.5 million users. The number of TV shows on the Internet is growing. For example, the TV series “Kelinzhan” was watched a million times on the first day of the show. “Viewing the projects of the Kazakhstan Television and Radio Corporation on YouTube for 6 months has reached almost 300 million,” he said.

According to him, the leading state portal “KazInform” is currently included in the TOP-5 information resources of Kazakhstan. It has more than 25 million users since the beginning of the year. The website of the Kazakhstan Television and Radio Corporation has 400 thousand users.

In addition, the Vice Minister noted that as of September 1, 4919 media outlets were registered in Kazakhstan, compared to 4550 a year ago. Thus, 369 new media outlets were registered last year. According to him, the strategy and approach to the development of the country’s media is being used more correctly than the growth of the number of media outlets in Kazakhstan.
