At a press conference in the Central Communications Service today, Chairman of the Committee for Environmental Regulation and Control of the Ministry of Economic Development and Trade Zholdasov Zulfukhar instructed the President to pay special attention to environmental problems in the country, especially air quality. In this regard, in the medium term, it is necessary to gasify the 10 most polluted cities and convert them to alternative energy sources. More in the material of the correspondent of Strategy2050.kz.
The main environmental problems of the territories
Chairman of the Committee for Environmental Regulation and Control Zholdasov Zulfukhar Results of environmental monitoring of Kazhydromet By the end of 2020, 45 industrial cities and 10 cities of the metropolis, namely Nursultan, Almaty, Karaganda, Temirtau, Atyrau, Aktobe, Balkhash, Ust-Kamenogorsk, Zhezkazgan and Shymkent. high levels of pollution. He noted that the causes of air pollution in these cities can be divided into three categories. For example, in Almaty and Nur-Sultan, the main percentage of pollution comes from heat sources, vehicles and the private sector.
“Ust-Kamenogorsk and Temirtau have the largest emissions. Outdated sewage treatment plants in Aktobe and Atyrau are the cause of high pollution, ”he said.
Road maps
He also noted that the Ministry considered environmental problems and ways to address them with society, especially with eco-activists in all regions, within the concept of “a state that listens to the voice of the people.” Based on the results of the discussions, 17 Road Maps were developed jointly with the public, akimats and nature users.
“A total of 485 events are planned for them. In 2021, it is planned to hold 95 events. In the first quarter of this year, 70 events are planned, of which 42 events have been implemented and 28 events have not been implemented, “Zholdasov Zulfukhar said.
According to him, the implementation of road maps by 2025 will reduce the index of air pollution in 10 cities from high to medium levels. Accordingly, it contributes to the improvement of atmospheric air conditions.
“In addition, 7 solid waste and 24 new landfills will be built, 12 solid waste will be reconstructed and modernized, as well as the restoration and destruction of historically polluted lands,” he said.
Green Kazakhstan
In his speech, he noted that the reduction of emissions into the environment is also provided for in the national project “Green Kazakhstan”. According to him, 16 large industrial facilities in the above cities have committed to reduce emissions from 20% to 30%. He also said that in order to achieve them, enterprises will introduce the most advanced technologies available and, accordingly, will receive comprehensive environmental permits under the new environmental code.
In the city of Nur-Sultan
He also noted that the total volume of emissions in the city of Nur-Sultan in 2020 amounted to 113 thousand tons.
“The share of enterprises with boilers (60 units) is 33.5% (64 thousand tons), cars – 32.5% (26 thousand tons), the private sector – 29%,” Zulfashar Zholdasov said.
According to him, the main increase in concentration is during the heating season. To date, the road map of the city provides for 13 activities and 6 of them have been implemented.
“Four boilers have been switched to natural gas and put into operation at CHP-1 and CHP-2. The remaining 12 boilers will be replaced in 2021, ”Zulfashar Zholdasov said.
He also noted that another major source of pollution is the heating of the private sector with coal. Currently, gasification of the city is underway.
“There are 30 thousand private houses in the capital, 5 thousand houses have access to gas heating, and only 450 are connected. Full gasification will be completed by the end of 2023. According to preliminary data, emissions are expected to decrease from 23 thousand tons to 6 thousand tons, “he said.
According to him, work is also underway on gasification of Zheleznodorozhny, Promyshlenny, South-Eastern residential areas. At present, 99.1 km of gas pipelines have been laid. Gas pipelines will be launched in the south-east by the end of September this year.
In the city of Aktobe
According to the chairman of the committee, the volume of pollutant emissions in Aktobe in 2020 amounted to 62.13 thousand tons. The share of industrial enterprises reached 26.4 thousand tons. According to him, the main source of hydrogen sulfide pollution is the city’s sewer facilities. In this regard, a road map has been approved to address the problem of air pollution.
“It included 33 events. Implementation of measures will reduce emissions by 20-30%, “Zulfashar Zholdasov said.
According to him, TNC Kazchrome is upgrading electric filters 1 and 2. This will reduce emissions by 30%. Also, the project on modernization and reconstruction of shops at the ferroalloy plant has been launched. As a result, emissions are expected to decrease by 30% by the end of 2022.
“A project on modernization and reconstruction of solid waste is being developed. At the request of the city of Aktobe, a special catalyst is used in sewage treatment plants to prevent and suppress the release of hydrogen sulfide, “said the chairman of the committee.
In the city of Atyrau
According to him, the volume of emissions from industrial facilities in Atyrau amounted to 35.1 thousand tons. Of these, only the Atyrau refinery accounts for 33.5%
“Throughout the year, cases of high levels of air pollution with hydrogen sulfide are constantly recorded, the source of which is the evaporation field” Tukhlaya Balka “. A road map has been approved to improve the environmental situation in the city, which includes 40 measures, “the chairman of the committee said.
According to him, it is planned to restore the evaporation area “Tukhlaya Balka” with a total area of 1336 hectares. Its total cost is 1,269.6 million tenge. He also noted that this year a new complex of treatment facilities will be commissioned on the left bank of Atyrau.
“In 2023, the reconstruction of the old solid waste will be completed, and in 2024 the cleaning of the” square “evaporator pond will be completed,” he said.
Chairman of the Committee North Caspian Operating Company N. ?. He noted that by 2022 the company will complete the construction of new treatment plants that will reduce water consumption from the irrigation system “Astrakhan-Mangyshlak” to 70% and increase the reuse of water.
In the city of Pavlodar
According to him, the annual emissions in Pavlodar exceed 191 thousand tons and are on the rise. More than 76% of them belong to the fuel and energy sector, 20% to metallurgy and 4% to the private sector. He also noted that Ekibastuz GRES-1, Ekibastuz GRES-2, Aksu Ferroalloy Plant and Pavlodar Petrochemical Plant make a significant contribution to air pollution.
“In order to reduce the anthropogenic load on the atmosphere, the Road Map of the region provides for 35 measures. For example, the implementation of the program for the introduction of OCT by Pavlodar Aluminum Plant, Eurasian Energy Corporation, Aksu Ferroalloy Plant, Kazakhstan Electrolysis Plant will reduce emissions by 67 thousand tons or 50%, “he said.
According to him, solid substances will be reduced by 46 thousand tons and gaseous substances by 21 thousand tons. He noted that the above measures will allow to fulfill the instructions of the President and stabilize the environmental situation in cities, improve air quality.
“I hope that in the future every citizen of our country will be receptive to changes in the environment of Kazakhstan,” Zulfashar Zholdasov said.
